Kazakhstan was admitted as a member of OIC in the course of 23-rd session of the conference of ministers of foreign affairs being held on December 9-12, 1995 in Conakry, Republic of Guinea.
Development of links with this organization is aimed at the further strengthening the relationship with Islamic countries, enlarging a platform for promoting foreign policy initiatives, attracting finance resources into national economy of the RK, participation in political, economical and cultural processes of the Islamic world.
Permanent delegation of the RK to OIC is established in March of 2010, in Jidda.
The RK's annual contributions into OIC constitute 1% of the organization budget. In 2013 the total sum of the RK's mandatory contribution into OIC constituted 457, 2 thousand dollars. In 2013 Kazakhstan allocated 400 thousand dollars as humanitarian assistance to render support for Syrian refugees in Lebanon and Jordan.
OIC Secretary General Ekmeleddin Ihsanoglu has paid 4 visits to the RK: on September 4-7, 2007, to take part in the work of International conference "Islamic civilization in the Central Asia"; on December 2, 2010, to take part in Astana OSCE Summit; on June 28-30, 2011, to take part in the 38th session of the meeting of ministers of foreign affairs of OIC; on April 25-26, 2013, to take part in the ministers' meeting concerning Istanbul process. Within the frameworks of the last visit E. Ihsanoglu was awarded the Dostyk order (of second degree).
Delegations of Kazakhstan regularly take part in all biggest events of the Organization including summits, meetings of ministers of foreign affairs, annual coordination meetings within the frameworks of General Assembly of the UN.
On February 6-7, Kazakhstan’s delegation led by Erlan Idrissov, Minister of Foreign Affairs, attended the12thSummitofthe Organization of Islamic Cooperation (OIC) in Cairo. The receiving party determined 'New challenges and opportunities for the Islamic world' as a topical issue of the meeting.
Final communiqué became the main document of the 12th Summit.
The arrangements were achieved in relation to holding the 13th Summit in Turkey in 2016, appointment of Iyad Amin al-Madani, Saudi representative, for the post of Secretary General of the Organization of Islamic Cooperation starting from January 1, 2014, and organizing an extraordinary special-purpose Summit devoted to the science and technology promoting.
Support of the foreign policy initiatives. Membership in the OIC has made it possible to provide support for the Conference on Interaction and Confidence-Building Measures in Asia (CICBMA), Congress of worldandtraditionalreligions, chairmanship in OSCE, EXPO-2017 holding in Astana. OIC supports the RK's initiatives aimed at nuclear-free world, appreciates the role of the RK in promoting the dialogue between civilizations and religions. The member countries regularly confirm their readiness to contribute into solution of the Aral Sea problems, post test site in Semipalatinsk and to support the RK nomination within the frameworks of international organizations including its membership in UN Security Council in 2017-2018.
For further development of initiative of President of the RK N.A. Nazarbayev aimed at creating structures for food security within the OIC frameworks the OIC expert meeting was held in Astana on June 11-13, 2013.
According to the results of the meeting at which delegations from 30 OIC member countries took part (Malaysia, Qatar, Kuwait, Uganda, Sudan, Senegal, Mali, Djibouti, Turkey and others) the draft Charter was coordinated and the name for new organization headquartering in Astana: Islamic Food Security Institution was approved.
Within the frameworks of the 40th session of the conference of ministers of foreign affairs of the OIC held in Conakry (Republic of Guinea) on December 9-11, 2013, the Charter was adopted and signed by the authorized representatives of 19 states (Kazakhstan, Afghanistan, Burkina Faso, Djibouti, Iran, Gambia, Guinea, Guinea-Bissau, the Comoro Islands, Mauritania, Mali, Niger, Palestine, Turkey, Sudan, Somali, Surinam, Sierra Leone, Uganda) that proved to be the great success of the Kazakhstan diplomacy which managed to coordinate and establish the new OIC body within two years.
The document will come into effect after this Charter ratification by 10 countries of the OIC.
It is also of great importance thatcollaboration is developing with the OIC economic structures, including the Islamic Development Bank (IDB) being one of the biggest institutions of development and owingthe authorized capital at the amount of 42 mlrd. of US dollars. The RK participation in the IDB's authorized capital constitutes 0,11 % or 29,5 mln. OfUSdollars.
As of October of 2012, more than 30 projects with total borrowing volume constituting 987 mln. US dollars were signed as a result of the loans procurement by the RK. These projects are aimed at the development of transport infrastructure (44,9 %), small and medium-sized businesses and finance sector (48,1 %), as well as information-and-communication technologies, education, agriculture, healthcare, sanitary and municipal services.
On October 2, 2012, the RK Government and IDB group have signed the Country Partnership Strategy for 2012-2014 which provides for investment of 1 mlrd. US dollars into the RK economy, participation in implementation of NationalProgramofforcedindustrialandinnovativedevelopmentoftheRepublic of Kazakhstan, projects in the sphere of transport, energy, agriculture, non-energy industrial sectors, science and technology, finance sector and SME.
Development of interaction with the OIC subsidiary, specialized and affiliated institutions is of great practical interest for Kazakhstan. Our country is elected to the post of Deputy Chairman of the Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Conference (COMCEC, Turkey) for 2011-2013. The RK takes part in work of the Conference of Parliamentary Union (PU) of the OIC. The Research Centre for Islamic History, Art and Culture (IRCICA, Turkey), the Islamic Centre for the Development of Trade (ICDT, Morocco), Islamic Educational, Scientific and Cultural Organization (ISESCO, Morocco), Committees on Scientific and Technological Cooperation (COMSTECH, Pakistan) and the Committees for Information And Cultural Affairs (COMIAC, Senegal) and Islamic States Broadcasting Union have the significant potential for cooperation. Declaration of Almaty as Capital of Islamic Culture expected to be in 2015 will give powerful impulse to extension of the humanitarian links with the OIC countries.
Contractual legal basis.
On January 18, 2012, the Parliament of the RK has ratified the OIC Charter signed by Kazakhstan in 2010. On February 21, 2012 Head of the State has signed the Act on Charter ratification with the proviso that the RK undertakes to fulfill the Charter provisions not contradictory to the Constitution of the Republic. Currently the RK is working over an issue concerning the joining to General agreement for economic, technological and commercial cooperation, Agreement for facilitation and protection of investments between the OIC member countries.
The RK chairmanship in CMFA of the OIC.
On June 28-30, 2011, the 38th session of CMFA of the OIC at which Kazakhstan started its chairmanship was held in Astana. 38 ministers including the heads of foreign services and members of governments, chief officers of 26 institutions of the Organization and the representatives of UNO, CICMA, EU, SCO, OSCE and PACE took part in the event.
According to the session results the historical decisions were taken in relation to new name and emblem of the OIC and establishing the Independent Standing Committee on Human Rights; more than 100 resolutions in political, social-and-economical, scientific-and-technological and humanitarian spheres were taken. The most topical issues concerning the OIC activity have found their reflection in the Astana Final declaration.
The Kazakhstan's chairmanship in CMFA of the OIC was concluded by holding the 39th session of Council in Djibouti on November 15-17 of 2012. The delegation of Kazakhstan was led by Minister of Foreign Affairs of the RK E.A. Idrissov. The RK proposal to create food security institution headquartering in Astana was approved by the meeting decisions. Proposals on deepening the OIC cooperation with EU, OSCE, CICMA, Congress of World and Traditional Religions, arranging the contacts with SCO and G-20, implementing the RK initiatives in the sphere of nuclear non-proliferation, normalization of situation in Afghanistan and G-Global development were supported.
Totally, in the frameworks of the Kazakhstan chairmanship 40 events were held including 10 meetings on ministerial level – that is more than ever in the OIC history. As a result of the OIC campaign targeted at rendering the urgent humanitarian aid for 3, 7 million hungers in Somali more than 500 million dollars were collected among which 500 thousand dollars were allocated by the RK.
Within 2013 Kazakhstan continues to work as a member of "top three" ministers of the OIC Executive committee (principal body of the Organization during the period between CMFA sessions) and Deputy Chairman of COMCEC. This fact made it possible to keep a close watch on political situation in the OIC and to express own opinion on urgent issues of the political and economical activity of the Organizationи.
It is also important to muster the OIC potential to solving the political and economical problems of Afghanistan in the light of the planned of withdrawal of the coalition troops from this country in 2014. Consistent support of the OIC Commission on Human Rights by Kazakhstan, as well as deepening the Organization's cooperation with EU, OSCE, SCO, CICMA, Congress of World and Traditional Religions, G20 and G-Global play significant role for Organization. In addition, the member countries' support of the RK initiatives in the sphere of nuclear disarmament is a carrying weight factor in promoting the theme of disarmament within the UN frameworks.
The purposeful activities will continue in order to create as soon as possible the Food Security Institution headquartering in Astana and to use the IDB potential to facilitate implementation of the priority economical projects in the country and in the region.
Implementation of OIC Plan of Action forCooperationwithCentralAsia will make it possible to activate cooperation in a wide range of directions including enhancement of trade conditions and investment attractiveness, improvement of the food security, development of the transport corridors, and control of hazardous diseases, transnational crime, drug traffic and illegal migration.
Initiatives on establishing the special foundation for the small and medium-sized businesses and developing the Islamic banking are targeted to the further strengthening of Kazakhstan's position as the main economic partner for IDB and Islamic investors in the region. Preparation for holding EXPO-2017 exhibition with taking into consideration the declared subject titled as 'Energy of Future' may become the starting point for arranging cooperation with the OIC countries in utilization of the renewable energy sources and transition to the "green" economy.
Together with that, based on practical purposes the opportunity to apply "principle of the Islamic solidarity" for the real support of Kazakhstan's foreign policy initiatives, occupation of political posts in the OIC and IDB systems, location of one of the OIC regional centers in Astana, development of interaction with subsidiary, specialized and affiliated institutions and standing committees of the OIC, widening of cultural links and implementation of a set of measures within the frameworks of Almaty nomination as 'Capital of Islamic Culture' expected in 2015 – all these will be of interest for the RK positions strengthening.
