President of Kazakhstan Kassym-Jomart Tokayev held talks with Chinese President XI Jinping
The National Anthems of the Republic of Kazakhstan and the People's Republic of China were played during the official welcoming ceremony of Kassym-Jomart Tokayev and Xi Jinping. The Chief of the Guard of Honor gave a welcoming report, and both leaders had bypassed the guard of Honor. Then they reviewed the Guard of Honor Company, which was accompanied by artillery volleys.
At the end of the ceremony Kassym-Jomart Tokayev and Xi Jinping proceeded to the hall of negotiations.
The President of Kazakhstan noted that he was happy to meet again with the Chinese leader a few months after the Shanghai Cooperation Summit held in Bishkek. Expressing gratitude for the hospitality, Kassym-Jomart Tokayev conveyed greetings and best wishes from his friend, the First President of Kazakhstan Nursultan Nazarbayev to the President of China.
“Our meeting takes place on the eve of the 70th anniversary of China. This is a very big historical date. I would like to take this opportunity to congratulate you and the people of China on this date. China has approached this anniversary with great success in socio-economic and political development. I believe that this event is of great historical importance not only for the People's Republic of China, but also for the whole world. The whole world is watching the development of your state with great attention,” the Head of State underscored.
According to Kassym-Jomart Tokayev, the 70 year path has been very difficult for China, but thanks to the reforms that were launched in the late 1970s under the leadership of Deng Xiaoping, the Chinese people have made tremendous progress in their development.
“We believe that China's success is a serious basis for the development of cooperation between our countries. Today we will sign a Joint statement confirming that Kazakhstan and China will develop a long-term, strategic, comprehensive partnership. This agreement, reached at the highest level, is a solid legal and political basis for our further cooperation,” the President of Kazakhstan stressed.
In his welcoming words, Chinese President Xi Jinping stressed that Kazakhstan is a major country in Central Asia and has a great influence in Central Eurasia.
“Under the leadership of the First President of Kazakhstan Nursultan Nazarbayev, your country has achieved impressive success, created a model of development with national specifics. When you became President, you proclaimed the three principles of your policy - continuity, justice and progress. Your goals are to develop the economy, create jobs, combat corruption, and increase the level of social protection. All these meet the aspirations of the people of Kazakhstan. All your undertakings are aimed at it. I wish the friendly people of Kazakhstan well-being and prosperity,” the Chinese leader said.
Following the talks, President of Kazakhstan Kassym-Jomart Tokayev and President of China Xi Jinping signed the following documents:
1. The Joint statement by the Heads of States;
2. The Agreement between the Government of Kazakhstan and the Government of China on cooperation in the field of aviation search and rescue of civil aircrafts;
3. The Memorandum of Understanding between the Government of Kazakhstan and the Government of China on the implementation of the cooperation Plan for the connectivity of the “Nurly Zhol” New Economic Policy and the construction of the “Silk Road Economic Belt”;
4. The Agreement between the Government of Kazakhstan and the Government of China on cooperation on the project of providing a supercomputer to the Kazakh side by the Government of China;
5. The Memorandum of Understanding between the Ministry of Trade and Integration of Kazakhstan and the Ministry of Commerce of China;
6. The Protocol between the Ministry of Agriculture of Kazakhstan and the General Administration of Customs of China on inspection, quarantine and veterinary and sanitary requirements for dairy products exported from Kazakhstan to China;
7. The Protocol between the Ministry of Agriculture of Kazakhstan and the General Administration of Customs of China on inspection, quarantine and veterinary and sanitary requirements for wool raw materials exported from Kazakhstan to China;
8. The Memorandum between the Ministry of Finance of Kazakhstan and the General Administration of Customs of China on strengthening cooperation in the field of border protection of intellectual property rights;
9. The Protocol between the Ministry of agriculture of Kazakhstan and the General Customs Administration of China on inspection, quarantine and veterinary and sanitary requirements for flax exported from Kazakhstan to China;
10. The Technical specification of the exchange of preliminary information on goods and vehicles transported across the customs borders of the Republic of Kazakhstan and the People's Republic of China.
President of Kazakhstan Kassym-Jomart Tokayev met with Li Keqiang, Premier of the State Council of the People's Republic of China
The Head of State thanked Premier of the State Council for the hospitality and warm welcome, noted that his visit to China as President of Kazakhstan takes place at a significant time - on the eve of the 70th anniversary of the PRC. Kassym-Jomart Tokayev congratulated Li Keqiang and entire friendly people of China on this holiday.
President Tokayev stressed that the relations between the countries are developing steadily, the bilateral partnership has achieved great outcomes in the economy and the development of transport and logistics potential. The Head of State positively assessed the dynamics of trade cooperation between the two countries.
In turn, Li Keqiang noted the importance of Kassym-Jomart Tokayev's visit to China in the context of further strengthening of multifaceted Kazakh-Chinese relations.
Kassym-Jomart Tokayev met with representatives of Chinese business circles
In his opening remarks, the Head of State stressed that over 27 years, Kazakhstan and China have established exemplary relations, strengthened comprehensive strategic partnership, the basis of which is a constant trusting dialogue at the highest level. Kassym-Jomart Tokayev particularly noted the friendly relations of the First President of Kazakhstan – Elbasy Nursultan Nazarbayev and Chinese President Xi Jinping, who have made a great contribution to the strengthening of bilateral ties.
At the same time, the President believes that the Kazakh-Chinese cooperation in the economic sphere has great prospects. Having outlined the key priorities of the bilateral partnership, the Head of State focused on the new challenges facing the business communities of the two countries.
According to the President, priority should be given to deepening innovation and scientific and technical cooperation. He reaffirmed the Kazakhstan’s interest in the implementation of joint projects with China in this dimension.
In addition, Kassym-Jomart Tokayev stressed that Kazakhstan has ample opportunities to attract Chinese tourists to the country, actively developing mutual business and recreational tourism. In this regard, the Head of State urged the Chinese business community to create tourist centres in Kazakhstan that meet the Chinese “5A” standards.
Kassym-Jomart Tokayev also spoke about the great prospects that open the Kazakh-Chinese cooperation in the financial sector. Mentioning the important role of the Astana International Financial Centre (AIFC) in this process, the President announced plans to establish RMB Connect mechanism on the basis of AIFC.
“RMB Connect will allow investing in yuan. I am sure that the new ecosystem will make a significant contribution to the spread of the Chinese yuan in the world and will become a new settlement and clearing centre for the Kazakh enterprises and the region for operations in yuan,” the Head of State believes.
Concluding his speech, Kassym-Jomart Tokayev noted that in current conditions, cooperation in the format of “Government for business” is one of the most effective tools to enhance business cooperation.
According to the President, this meeting will be a concrete step towards deepening the trade and economic partnership between Kazakhstan and China.
Representatives of major Chinese companies also spoke at the event, including Lu Yimin, CEO of China General Technology (Group) Holding Co, Ltd, Ning Yun, Vice-President of the Export-import Bank of China, Zhang Shili, Chairman of the Board of the China-Eurasian Economic Cooperation Fund, Yong Qing Wang, Chairman of the Supervisory Board of China Construction Bank, Luang Zhicheng, Vice-President of COFCO Group, Jin An, Chairman of Anhui Jianghuai Automobile Group Co Ltd, and many others.
Kassym-Jomart Tokayev delivered a lecture at the Chinese Academy of Social Sciences
In his speech to the professors and experts of the Academy, as well as the Kazakh students, President Kassym-Jomart Tokayev noted that social sciences largely determine the development path of any state.
“The Chinese Academy of Social Sciences (CASS) is a body of national importance for China. Centers and institutes of the Academy make a serious contribution to world scientific research. It is gratifying that CASS has experts who study Kazakhstan and know the Kazakh language. I hope that the ideas and suggestions of experts will contribute to strengthening our mutually beneficial cooperation,” said Kassym-Jomart Tokayev.
The President noted that the history of Kazakhstan and China have much in common. According to him, the two nations bring together the spirit of development and the desire for progress.
“40 years ago, the leadership and people of China embarked on a wise and wide-ranging transformation. Thanks to these reforms, China occupies the leading position in the world. Over 30 years, Kazakhstan has also passed a difficult but impressive way from a deep systemic crisis to sustainable growth,” the Head of State underscored.
Recalling that he began his diplomatic career in Beijing, where he witnessed the implementation of an effective policy of reform and openness of Deng Xiaoping, Kassym-Jomart Tokayev congratulated the audience on the 70th anniversary of the PRC. The Head of State believes that this significant date is an important milestone for achieving one of the main goals of the Chinese leadership – building a middle-class Chinese society "Xiaokang".
At the same time, he stressed that due to the accelerated modernization in a short historical period, Kazakhstan became one of the 50 developed countries and keeps implementing the national development strategy until 2050.
“Our goal is to enter the club of 30 most developed states. We have a lot of work to do in multiplying our achievements and moving to a qualitatively new level of state development,” said the President of Kazakhstan.
As one of the major concerns of his country, Kassym-Jomart Tokayev called further strengthening of the country's independence, its economic potential, development of human capital, consistent improvement of the people’s welfare. According to him, it is necessary to fully implement the modernization program, developed by Nursultan Nazarbayev. The President reaffirmed that the key principles of Kazakhstan’s foreign policy will be preserved. On the international arena, the Republic of Kazakhstan will continue to strengthen friendly relations and develop mutually beneficial cooperation with its neighbors and other partners willing to support Kazakhstan.
“First of all, it concerns friends, and China is one of the closest states to us, one of the first to have recognized the sovereignty, independence and territorial integrity of Kazakhstan. China is also one of the first nuclear powers to provide appropriate guarantees to Kazakhstan without any preconditions. Our common position on the fight against the "three evils forces" - religious extremism, separatism and terrorism - contributed to the progressive expansion of the Kazakh-Chinese dialogue," Kassym-Jomart Tokayev said.
The Head of State dwelt in detail on the history of the formation of Kazakh-Chinese relations, outlined the priority areas of trade, economic, transport and logistics and investment cooperation. Moreover, special attention was paid to the development of cultural and humanitarian interaction.
A large part of the lecture was devoted to the analysis of contemporary international relations. The President believes that the danger today is the erosion of international law and the weakening of the role of global institutions.
“The tension in relations between states, the breakdown of the previous mechanisms of security and arms control, the growth of conflicts - all this is a new geopolitical reality. Unfortunately, we see a number of critical circumstances that exacerbate already complex international dialogue,” stressed Kassym-Jomart Tokayev.
In particular, the Head of State attributed the transition of geopolitical competition to the economic plane to such circumstances, as a result of which the imbalance in the global economy may increase and inequality between states may grow.
In addition, the President noted the danger of maintaining hotbeds of conflict in many parts of the world. He said that the predominance of power approaches in defending their interests increases the risk of military clashes.
According to Kassym-Jomart Tokayev, the issues of international terrorism and the proliferation of WMD remain on the global agenda. The presentation provided a detailed overview of Kazakhstan’s initiatives and practical actions to address these issues.
“Our country has developed a unique political document - a Code of Conduct towards Achieving a World Free of Terrorism. Kazakhstan has also contributed to the conclusion of the Joint Comprehensive Plan of Action (JCPOA) by providing a platform for negotiations in 2013. We remain committed to facilitate the search for compromise. As a country that has renounced the world's 4th largest nuclear arsenal, we are ready to share our experience in the process of denuclearization of the DPRK,” the Head of State underscored.
The President expressed the opinion that the current global confrontation is no less, and perhaps even more severe than the period of bipolar rivalry. Kassym-Jomart Tokayev believes that if earlier it was the enmity of the two political systems and ideological blocs, but now the confrontation is growing along the line of national and strategic interests of the main states.
The Head of State noted the need to consolidate the efforts of the entire world community to address the existing problems. The President stressed the special role of the UN in this process and its lack of alternative as a universal organization.
“Kazakhstan supports the UN and will contribute to its activities. We believe that UN reform should increase its effectiveness and credibility. As the non-permanent member of the UN Security Council, Kazakhstan actively called for a "reset" of relations in the security sphere. I am convinced that China is able to have a constructive impact on strengthening the importance of the UN. As a permanent member of the UN Security Council, China plays an important role in this Organization,” said Kassym-Jomart Tokayev.
Concluding the lecture, President Tokayev outlined the position of our country, according to which Kazakhstan and China, as neighbors and strategic partners should move together towards progress and prosperity. The Head of State expressed confidence that the search for new profitable areas of strategic partnership between both countries will contribute to further strengthening cooperation between the "think tanks" of the two states, the expansion of the practice of joint conferences and applied research. As an example of productive cooperation with the CASS, Kassym-Jomart Tokayev cited the famous Kazakh historian-orientalist Klara Khafizova.
After the lecture, Kassym-Jomart Tokayev met with the Kazakh students studying in China and made a memorable photo with them.

The Head of State met with Chairman of the Standing Committee of the National People's Congress Li Zhanshu
Inter-parliamentary cooperation between Kazakhstan and China were discussed during the meeting. Both sides positively assessed its steady development.
Kassym-Jomart Tokayev congratulated Li Zhanshu on the 70th anniversary of the PRC and informed him about the mutually beneficial agreements reached during the state visit to China.
“Yesterday's negotiations were successful. China is a big neighbor of Kazakhstan. Therefore, taking into account our comprehensive cooperation, President Xi Jinping and I signed the Joint statement, which sets out the provision that our partnership will have a strategic and long-term character. I have every reason to be satisfied with the outcomes of our visit," the President said.
Speaking about the prospects for further strengthening of inter-parliamentary relations between the two countries, the Head of State noted the importance of the IV Meeting of Speakers of the Eurasian Countries' Parliaments to be held in Nur-Sultan in September this year.
“I know that you have been to Kazakhstan three times, but soon you are going to visit Kazakhstan again, but in a different capacity as Chairman of the Standing Committee of the NPC. We look forward to your visit,” - Kassym-Jomart Tokayev underscored.
Li Zhanshu noted Kassym-Jomart Tokayev's significant contribution to the development of the Kazakh-Chinese relations and stressed the effectiveness of his talks with Xi Jinping.
“Yesterday, you and President Xi Jinping held trusting and very fruitful talks, during which you both exchanged views on a wide range of issues. Following its results, the Joint statement was signed, in which both leaders stated that the parties will be developing a strategic partnership. Thus, we can state that your current visit to China has already been crowned with great success, and the Kazakh-Chinese relations have entered a new historical stage," Li Zhanshu stressed.
President Kassym-Jomart Tokayev visited the office of “Hikvision” company
As part of his two-day state visit to the People's Republic of China, Kassym-Jomart Tokayev arrived in Hangzhou, located in Zhejiang province.
In Hangzhou, Kazakhstan’s President visited the leading global supplier of innovative products “Hikvision” company.
Hikvision’s CEO Chen Zongnan told President Tokayev about his company’s activities and implementation of some commercial projects in Central Asia.
Kassym-Jomart Tokayev was presented the company's developments in the robotics, big data processing, artificial intelligence (AI) and other technologies.
Kassym-Jomart Tokayev held a meeting with the founder of Alibaba Group Jack Ma
During the conversation with the famous Chinese businessman, both sides exchanged views on pressing issues of the world economy, prospects for the development of entrepreneurship and e-Commerce.
The Head of State congratulated Jack Ma on the 70th anniversary of the People's Republic of China and the 20th anniversary of the founding of Alibaba Group, noting that contacts in the modern technologies play an important role in the strategic partnership of our countries.
“I appreciate your desire to support Kazakhstan. We have a strategic agreement that cooperation between China and Kazakhstan in digital economy will be developing further, and we are interested in your engagement,” - Kassym-Jomart Tokayev said.
In turn, Jack Ma noted that he has visited Kazakhstan several times, and was impressed by the culture and people of our country. He reaffirmed his readiness to share his experience with the people of Kazakhstan.
Executive Chairman and CEO of Alibaba Group Zhang Yun told the Head of State about the history and activities of the global leader of e-Commerce, traditions of the company, as well as plans for the future and new trends in e-Commerce.
President Kassym-Jomart Tokayev met with Che Jun, Secretary of the Zhejiang Provincial Committee of the Communist Party of China
The President of Kazakhstan thanked the leadership of Zhejiang province for the warm welcome and noted the dynamic development of the People's Republic of China.
Kassym-Jomart Tokayev stressed that the relations between our countries have reached the level of strategic partnership, which will receive a new impetus by the agreements reached during this state visit.
“Strategic partnership, which, in fact, is eternal, involves a wide range of areas of mutual cooperation. We continue the work started by our First President Nursultan Nazarbayev and Chinese leaders. We will cooperate in the economy, politics, including regional security issues, as well as in the cultural and humanitarian sphere,” the Head of State underscored.
Kassym-Jomart Tokayev called China's achievements in the digital economy as impressive and noted that he deliberately picked Zhejiang province as the point of his visit in order to get acquainted with the best practices.
“Hangzhou is well-known as the cradle of Chinese culture. Today this city has become a world center of high technologies, the largest companies work here. It was in this city that the Head of China Xi Jinping once worked, who nurtured and implemented his successful ideas here,” the President of Kazakhstan noted.
In turn, Che Jun informed about the readiness of the province to increase economic and cultural ties with Kazakhstan.
