Bilateral legal framework for the Kazakhstan - Norwegian Relations includes:

At the state level:

1. Convention between the Republic of Kazakhstan and the Kingdom of Norway for the avoidance of double taxation and prevention of fiscal evasion with respect to taxes on income and capital. Signed on April 3, 2001. Entered into force in 2006.

2. Joint Declaration on the further development of friendly relations and cooperation between the Republic of Kazakhstan and the Kingdom of Norway. Signed on May 25, 2004.

3. Joint Statement of the dialogue and cooperation in the oil and gas sector between the Republic of Kazakhstan and the Kingdom of Norway. Signed on May 25, 2004.

At the government level:

1. The Agreement between the Government of the Republic of Kazakhstan and the Government of the Kingdom of Norway on the establishment of Kazakh-Norwegian Intergovernmental Commission (IGC) on Trade and Economic Cooperation. In March 2014 the Kazakhstan side made a decision to sign a separate intergovernmental agreement on the establishment of the IGC. On April 22, 2015 the draft Agreement in three languages is forwarded to the Norwegian side for internal approval. The Norwegian side will offer its version for the name of the IGC and will submit the draft Agreement for further consideration of the Kazakhstan side. It will be based on the text of the MOU between the two MFAs dated March 21, 2013.

2. The Agreement between the Government of the Republic of Kazakhstan and the Government of the Kingdom of Norway on readmission of own nationals and the nationals of the third States. Signed on October 12, 2010. Entered into force on June 14, 2016.

3. The Agreement between the Government of the Republic of Kazakhstan and the Government of the Kingdom of Norway on release of owners of diplomatic passports from visa requirements. Signed on October 12, 2010. Entered into force on July 13, 2016.

4. The Agreement between the Government of the Republic of Kazakhstan and the Government of the Kingdom of Norway on International Road Transport. Signed on June 25, 2012. Requires ratification by the Parliament of Kazakhstan. Currently, undergoes the domestic procedures of the Kazakhstan side.

At interagency level:

  • 1.The Memorandum of Cooperation between the Atomic Energy Committee of Kazakhstan and the Norwegian Radiation Protection Agency in the field of radiation protection. Provides implementation of joint projects on cleaning contaminated territories and disposal of radioactive waste. Signed on November 28, 2008.
  • 2.The Memorandum of Cooperation between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Foreign Affairs of the Kingdom of Norway in the field of technical and vocational education. Signed on June 17, 2011.
  • 3.The Memorandum of Understanding between the Ministry of Industry and New Technologies of the Republic of Kazakhstan and the Ministry of foreign Affairs of the Kingdom of Norway. Signed on September 22, 2011.
  • 4.The Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Ministry of foreign Affairs of the Kingdom of Norway One of the points of the Memorandum is the establishment of the Kazakhstan-Norwegian intergovernmental Commission (IGC). Signed on March 21, 2013. Ratification by the Parliament is not required.
  • 5.The Agreement between JSC "National Agency for Technological Development” and the Norwegian Agency for International Development on joint activities in the field of technology transfer. Signed on October 9, 2012.
  • 6.The Agreement between JSC "National Agency for Technological Development and the Norwegian Agency for International Development on the establishment and functioning of the Kazakh-Norwegian Center for Technological Cooperation. Signed on September 30, 2013.
