Kazakhstan-Hong Kong bilateral relations

Cooperation with Hong Kong is an important component of a comprehensive strategic partnership between the Republic of Kazakhstan and the People's Republic of China. While considering Hong Kong as an integral part of China, Kazakhstan pursues political cooperation with Hong Kong exclusively within the framework of Kazakhstan-China bilateral relations.

Official visits of President Nursultan Nazarbayev to Hong Kong in 2001 and 2006 laid down the solid foundation for promotion of a mutually beneficial cooperation between Kazakhstan and Hong Kong. A substantial boost for cooperation with Hong Kong was achieved following the visits to Hong Kong of the Kazakhstan's Prime Minister (2015), Minister of Foreign Affairs (2004), Chairman of Supreme Court (2015) and other officials.

Cooperation in trade and economy, finance and investment is the most important aspect of Kazakhstan-Hong Kong relations. The two parties engage in ongoing efforts to enhance bilateral trade and implement its full potential. According to the Kazakhstan's customs statistics, in 2016 bilateral trade with Hong Kong has reached 19.44 million USD. Kazakhstan exports various metal products to Hong Kong, while importing mainly spare parts of office equipment and other items.

In order to expand and diversify trade reciprocal visits of official and business delegations have been undertaken on a regular base. Since 2011 a number of trade missions formed by Hong Kong Trade and Development Council have visited Kazakhstan. The two parties' delegates regularly attend the prominent international events like Astana economic forum and Asian financial forum taking place in Kazakhstan and Hong Kong respectively.

In September 2016 the Financial Secretary of Hong Kong, Mr. John Tsang paid an official visit to Kazakhstan. He led a high-level delegation consisting of more than 30 top Hong Kong business people from a variety of sectors, including finance, logistics, infrastructure and real estate, telecommunications and technology, and legal services. The practical result of the FS's visit was the signing of a number of MOUs, including those on investment in joint infrastructure, transport and logistics projects for up to 1 billion US dollars.

Kazakhstan has reached a new level of cooperation with Hong Kong on the Astana International Financial Centre. Hong Kong as a leading global financial center and the long-time world's freest economy is eager to share its vast experience and help to shape up this new regional financial hub. In this context contacts and interactions between stock exchanges, monetary and banking institutions have also remarkably developed.

Cooperation in tourism is rapidly developing thanks to direct flights between Almaty and Hong Kong launched by “Air Astana" in 2012, as well as signing of the Agreement between Kazakhstan and Hong Kong SAR on Mutual exemption of visa requirements for a stay of up to 14 days. Hong Kong is becoming increasingly attractive for the Kazakhstani tourists and business people. There is also a growing interest among the Hong Kong residents to visit Kazakhstan.

The ties in the cultural sphere and academic exchanges have also been steadily growing. An increasing number of students from Kazakhstan are choosing leading universities in Hong Kong for a tertiary education. Today there are about 70 Kazakhstani students studying in Hong Kong, including those who received education grants from local universities, and this number expected to further increase.

Regular contacts maintained between law enforcement, judiciary and customs services, whereby relevant agencies constructively exchange expertise on justice, international arbitration, combating economic crime, corruption and cross-border smuggling.

1. Agreement in the form of an exchange of notes between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on the establishment of the Consulate General of the Republic of Kazakhstan in Hong Kong Special Administrative Region of the People's Republic of China (Beijing, 3 July 2003).

2. Agreement between the Government of the Republic of Kazakhstan and the Government of the Hong Kong Special Administrative Region of the People's Republic of China on international aviation (Hong Kong, 22 December 2006).
