Promotion and protection of the rights of persons with disabilities in Kazakhstan discussed in Geneva
Geneva, March 6, 2018 - The delegation of the Republic of Kazakhstan headed by the Vice-Minister of Labor and Social Protection of the Kazakhstan Svetlana Zhakupova took part in the 37th session of the UN Human Rights Council.
S. Zhakupova made a statement during the Interactive Dialogue with the UN Special Rapporteur on the Rights of Persons with Disabilities Catalina Devandas-Aguilar who presented her country mission report as result of the visit to Kazakhstan in September 2017. The document contains a comprehensive and in-depth analysis of the situation of persons with disabilities in Kazakhstan in key public areas such as labor and employment, promotion of inclusive education, realization of electoral rights, access to legal assistance, as well as expert's recommendations on further empowering persons with disabilities in our country.
While presenting the Report to the Human Rights Council, the Special Rapporteur expressed her gratitude to the Government of the Republic of Kazakhstan for the invitation to visit the country, and for the excellent cooperation with her mandate. She noted the growing commitment of Kazakhstan to implement the international obligations under the UN Convention on the Rights of Persons with Disabilities (CRPD) ratified in 2015. From her side, the Vice-Minister presented the comments of the Government of the Republic of Kazakhstan to the Report of the mandate holder as well as the information on the future steps to be undertaken in Kazakhstan in the area of promotion and protection of the rights of persons with disabilities.
On the same day, the Permanent Mission of the Republic of Kazakhstan in Geneva in cooperation with Catalina Devandas-Aguilar organized a side event for delegations of HRC member and observer states as well as international intergovernmental and non-governmental organizations on Kazakhstan's experience in implementing the CRPD.
The Panel of speakers was composed of Theresia Degener (the Chairperson of the UN Committee on the Rights of Persons with Disabilities), Silvia Quan (Senior Human Rights Advisor at the International Disability Alliance) and Lyazzat Kaltayeva (Head of the NGO "Shyrak Association of Women with Disabilities", member of Kazakhstan's Disability Coordination Council).
The event was aimed at presenting Kazakhstan's positive experience in implementing the CRPD and at providing practical guidelines on the establishment and functioning of national coordination mechanisms provided for in article 33-1 of the Convention, based on the successful example of the Coordinating Council on disability affairs under the Government of the Kazakhstan.
From her side, the Permanent Representative of the Republic of Kazakhstan to the UN and other international organizations in Geneva, Ambassador Zhanar Aitzhanova briefed the audience on the five new social initiatives of the President of the Kazakhstan Nursultan Nazarbayev, noting that special attention in their realization will be paid to the rights of persons with disabilities.
