Kazakhstan proposed to establish a platform for the development of regulation in the field of e-commerce
On 17 April 2018 the Permanent Representative of the Republic of Kazakhstan to the UN and Other International Organizations in Geneva, Ambassador Zhanar Aitzhanova participated in the discussions organized by the Global Innovation Forum within the framework of the E-Commerce Week hosted by United Conference on Trade and Development (UNCTAD). Ministers, Ambassadors to the UN and WTO, and large companies rendering services in the sphere of e-commerce took part at this event. In her intervention, the Permanent Representative informed that the Government of Kazakhstan has launched the program of digitalization of various spheres of living activities of the society. Establishment of legislative framework for enabling of e-commerce is one of the priorities of implementation of the digitalization program. Ambassador also noted that with this aim, Kazakhstan is building a necessary infrastructure and provides tax reliefs up to 5 years to the countries dealing with e-commerce.
In conclusion, the Permanent Representative proposed to create a networking platform together with the representatives of private sector and interested countries where they could exchange experiences and best practices in the sphere of regulation of e-commerce. Currently, there are 8 proposals on development of WTO rules on e-commerce. These proposals cover wide range of issues including facilitation of cross-border trade, promotion of paperless trade, transparency, recognition of electronic signatures and contracts, free movement and protection of information, digital security and trade facilitation.
In addition, representative of Kazakhstan Logistics Company “Asia Logistica" Ms. Aigerim Baigaliyeva presented private sector initiatives related to logistics in the sphere of e-commerce. In her presentation, she informed the participants about the project “Innovative Silk Road" and initiatives on trade facilitation measures undertaken by the Government, including electronic customs declaration.
