CONFERENCE ON INTERACTION AND CONFIDENCE BUILDING MEASURES IN ASIA
The idea of convening a Meeting on interaction and confidence building measures in Asia (CICA) was first announced by the President of the Republic of Kazakhstan N.Nazarbayev during the 47th session of the UN General Assembly on October 5, 1992. It initiated the formation of a completely new format of cooperation in the field of security in the Asian region.
The need of convening of the forum was determined by the change in the balance of power after the collapse of the bipolar system, the emergence of new countries and the political subregion - Central Asia, as well as the strengthening of non-traditional challenges and threats against the backdrop of ongoing subregional and local conflicts.
The essence of the initiative was to re-establish an effective mechanism for preventive diplomacy, peaceful settlement of disputes and cooperation in the area of strengthening regional security and stability.
The creation of such a dialogue platform ensured the substantive and institutional integration of regional security issues into the global security system.
In this regards, the CICA began to meet and negotiate previously irreconcilable opponents who demonstrated their intention to establish stability and cooperation in the field of security in the Asian region.
The increase in the number of participants in the CICA process to 27 States is a confirmation of the timeliness and relevance of this dialogue platform.
The scope of the CICA activities is also expanding. In addition to the summits and council of ministers' meeting and a non-Governmental forum, a Civil forum of national cultural centres, a Business and Youth Council are being convened.
On September 24, 2018 in New York on the sidelines of the 73rd session of the UN General Assembly during the Special Ministerial meeting of the CICA was held transferring of chairmanship from the People's Republic of China (2014-2018) to the Republic of Tajikistan (2018-2020). Member States of the Meeting approved the candidacy of H.Mirzozoda for the post of the new Executive Director of the CICA Secretariat that is located in Nur-Sultan.
The progress in the activities of the CICA in the context of the emergence of new threats and the need to develop collective interaction led to the promotion of the creation of the Organization for Security and Development of Asia (OCMA) on the basis of CICA. This initiative was announced by the First President of the Republic of Kazakhstan - Elbasy N.Nazarbayev during the 4th Shanghai Summit of CICA.
Such a transformation will enhance opportunities for confidence-building among member States and their influence on the international arena, thus covering the entire Asian area with a system of interaction.
The main objectives of the establishment of such organization is to develop and implement effective collective measures for the prevention and settlement of conflicts by peaceful means in accordance with the norms and principles of international law; to counter contemporary challenges and threats to security; expanding cooperation for the maintenance of peace and security on the continent.
The activities of the new organization will be aimed at building a universal, indivisible, comprehensive security architecture based on equal cooperation.
