Kazakh–Singapore relations are based on solid pillars, encompassing a good political will, trust and openness, mutual respect, and interests. Our substantive dialogue is motivated by long–term perspectives and stems from similar approaches towards most acute issues of the international agenda.
Diplomatic relations between the Republic of Kazakhstan and the Republic of Singapore were established on January 19, 1992. Diplomatic Mission of Kazakhstan was set up in Singapore in November 2003, since December 2008 it operates as an Embassy.
In June 2019 Arken Arystanov took up his appointment as an Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Singapore. Mr. Zulkifli bin Baharudin was designated as a non-resident Ambassador of Republic of Singapore to Kazakhstan in May 2014.
The official visit by first Prime-minister of Singapore Mr. Lee Kuan Yew to Kazakhstan in September 1991 gave a start to regular political contacts and active economic cooperation. The official visit by President Nursultan Nazarbayev to Singapore in May 1996 and a state visit in November 2003 gave a strong impetus to bilateral relations.Direct contacts and friendly relations between two leaders have laid down foundation for political dialogue and defined priorities of bilateral cooperation for the years ahead.
The singing of the Agreement on trade and economic cooperation in 2003 was the first document to start the formation of a legal framework between the two countries. Kazakhstan has customized and implemented some Singapore's best practices, including creation of «Samruk» wealth management fund in Kazakhstan by the analogy of «Temasek» holding company.
In October 2010, Prime-minister of Kazakhstan Karim Massimov made an official visit to Singapore and in March 2015 took part in the state funeral of the first Prime Minister Lee Kuan Yew. In September 2016 Emeritus Senior Minister and former Prime minister of Singapore Mr. Goh Chok Tong paid official visit to Kazakhstan. During the visit Singaporean politician had meetings with Chairman of the Senate of the Parliament K-Zh.Tokayev, Prime-minster B.Sagintayev. President of the Republic of Kazakhstan N.Nazarbayev granted an audience to ESM Goh.
Trade and economic cooperation
Despite geographical remoteness and the lack of convenient (regarding cost and logistics) transport routes, the two countries manage to arrange some joint events. Almaty city hosted Kazakhstan-Singapore business Forum in March 2014 while in October month of the same year, Singapore held a business conference dedicated to investment potential of Special Economic Zones of Kazakhstan. In September 2015, the wide range of investment projects was presented in Singapore road-show in the agricultural, chemical, petrochemical, logistics and transportation sectors.
On December 8, 2016, by the initiative of the Embassy of Kazakhstan in Singapore “Kazakhstan-Asia Pacific Trade and Investment Chamber (KAPTIC)” was established for the further promotion of trade, investment and cooperation between the businesses, enhancement of the competitiveness of Kazakhstani national enterprises on the global markets and attracting investments to Kazakhstan.
Economic, tourism and cultural exchanges are expected to see a breakthrough after launching direct flights between the two countries. Furthermore, a unilateral decision by our government to introduce a 30-day visa-free policy for citizens of 54 states, including Singapore, has created very comfortable conditions for travel to Kazakhstan.
Cooperation within the framework of the Eurasian Economic Union
In 2015 Singapore declared its intention to explore opportunities of a free trade agreement with the EAEU. In March 2016, the delegation of the Ministry of Trade and Industry of Singapore paid a visit to Kazakhstan for the preliminary examination of negotiating positions on Free Trade Agreement between Singapore and the EAEC. In December 2016, the Eurasian Economic Commission approved launching of negotiations with Singapore upon formation of the joint research team.
Cooperation within the framework of EXPO 2017
The slogan of the Singapore national pavilion "Small City - Big Ideas» will showcase the country` up-to-date developments and achievements in renewable energy .
Participation of Singapore in the forthcoming EXPO–2017 international exhibition in Astana is yet another milestone on the way to boosting Kazakh–Singapore cooperation, and a new bridging-platform between Central Asia and South-East Asia.
