KAZAKHSTAN-AUSTRIA RELATIONS

General Information

Republic of Austria recognized the sovereignty of the Republic of Kazakhstan on January 18, 1992.

Diplomatic relations between the states were established on February 19, 1992.

The Embassy of the Republic of Kazakhstan in the republic of Austria was opened in 1995.

The Embassy of the Republic of Austria in the Republic of Kazakhstan was opened in September 2007.

Ambassador Extraordinary and Plenipotentiary of Austria to Kazakhstan is Dr. Gerhard Sailler since October 10, 2016.

Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Austria and Permanent Representative of Kazakhstan to international organizations in Vienna is Kairat Sarybai since February 4, 2014.

Political cooperation

Kazakhstan and Austria are upholding similar positions on burning issues of modern goals. Austria considers Kazakhstan as a safeguard of Central Asian region. Kazakhstan supported the candidacy of Austria to the position of the OSCE Chai-in-Office in 2017; in turn Austria supported Kazakhstan's candidacy to the non-permanent membership of the UNSC for 2017-2018, and its accession to the WTO.

President of Kazakhstan Nursultan Nazarbayev paid official visits to Austria in 1993, 2000, 2004 and 2012. Federal Chancellor F. Vranitzky visited Kazakhstan in 1991, 1993 and Federal President of Austria H. Fischer visited Kazakhstan in December 2010 to participate in the OSCE Summit.

At the multilateral platforms the Head of State met with Federal Presidents of Austria T. Klestil and H. Fischer in the auspices of Salzburg Economic Summit of CEE countries (1999) and within 66th Session of the UNGA (2011) respectively.

October 22-23, 2012, by the invitation of the Federal President of Austria H.Fischer, the President of the Republic of Kazakhstan, N. Nazarbayev, paid an offcial visit to the Republic of Austria.

Interparliamentary relations

The Group for Cooperation with Central Asian States is operating in the Parliament of Austria. As for the Senate of the Parliament of Kazakhstan –the Group for Cooperation with Central Europe Countries is working there.

Chairman of the Senate of the Parliament of Kazakhstan K. Mami visited Austria twice in 2012 and 2013 within his participation in the work of the OSCE PA winter session and Forum of Alliance of Civilizations. During the latter Mr. Mami met with Federal President H. Fischer.

The first visit within interparliamentary cooperation from the side of Austria took place at the level of Second President of the National Council of the Parliament of Austria K. Kopf, who visited Kazakhstan in May 2015 within participation in the work of VIII Astana Economic Forum and met with Chairmen of the Senate and Mazhilis of the Parliament of Kazakhstan – K.-J. Tokayev and K. Dzhakupov.

Parliamentary delegation headed by Chairman of the Senate of the Parliament K.-Z. Tokayev took part in the Session of the OSCE PA in Vienna on February 24-26 2016. Meetings were held with Austrian Federal President H. Fischer, President of the Federal Council of Parliament J. Zaeller, and Second President of the National Council of the Austrian Parliament K. Kopf.

Parliamentary delegation headed by the Secretary of the Committee on International Relations, Defense and Security of the Senate of the Parliament I.Adyrbekovtook part in the winter session of the OSCE PA in Vienna on February 22-24, 2017. Duringthe visit, negotiations were held with the Second President of the National Council of the Austrian Parliament K. Kopf.

Ministerial Visits

Working visit to Austria of the Minister of Foreign Affairs E. Idrissov was held on December 2, 2015. During the latter, Mr. Idrisovmet Federal President H. Fischer and Federal Minister for European Affairs, Integration and International Relations S.Kurz.Mr. Idrissov took part in the meeting of the Consultative Council of the Eurasian Council on Foreign Relations held in Vienna under the chair of B. Ferrero-Waldner, the former EU High Representative for Foreign and Security Policy.

Minister of Foreign Affairs E.Idrisov took part in the anniversary of ministerial meeting of the member countries of Comprehensive Nuclear-Test-Ban Treaty (CTBT), on June 13-14, 2016.During the meeting, Mr. Idrissov negotiatedwith Federal Minister for European Affairs, Integration and International Relations of Austria S. Kurz.

On December 6-8, 2017 within the framework of participation ofMinister of Foreign Affairs K.Abdrakhmanov in the OSCE Ministerial Council in Vienna, meetings were held with Austrian Federal President A. Van der Bellen and Austrian Minister of Foreign Affairs S. Kurz.

Trade and economic cooperation

Austria is among leading trade partners of Kazakhstan. In its turn, Kazakhstan is the second largest trade partner of Austria among the CIS countries (following Russia).

Commodity turnover for2016 comprised to 196.3 million dollars. For January-December 2017 - 156,754 million dollars (export – 3,5 million USD, import – 153,2 million USD). Major export items from Kazakhstan are oil, metals (iron, steel etc.), fish, oil and plant crops. Basic import items from Austria are medicines, machinery, equipment, chemical substances and food.

Kazakhstan and Austria have Intergovernmental Commission trade and economic Cooperation (co-chairs are Deputy Minister of Foreign Affairs of Kazakhstan R.Vassilenko and Vice-Minister for Science, Research and Economy B. Girlinger) and the Business Council (co-chairs are Member of the Mazhilis of the Parliament of Kazakhstan – Chair of the Union of Machinery Builders of Kazakhstan M. Pshembayev and Vice-President of the Economic Chamber of Austria R. Schenz).

Until today there were 8 IGC meetings held.8th IGC meeting was held on August 22, 2017 in Astana. During the meeting, a traditional exchange of views took place on a wide range of issues on the bilateral agenda, including the economic situation in the Republic of Kazakhstan and the Republic of Austria, the state and prospects of bilateral economic cooperation. The delegations discussed prospects for further Kazakh-Austrian cooperation in the fields of energy, mining, environmental protection, transport and infrastructure, agriculture, health, and the development of interregional and multilateral cooperation.

Following the meeting of the commission, the co-chairs signed the final protocol, which covers all the issues discussed during the meeting.

On June 14, 2017, within the framework of the National Day of Austria at EXPO-2017, the fifth meeting of the Kazakh-Austrian Business Council was held.


Cultural and humanitarian cooperation

Since the establishment of diplomatic relations between the two countries, cultural and humanitarian ties are progressing steadily. On the initiative of the Austrian Foreign Ministry, in 1997, the "Austrian Library" was opened at the Kazakh State University of International Relations and World Languages (Almaty), which now numbers more than 4,000 books. In October 2009, the book of the President of the Republic of Kazakhstan N. Nazarbayev "The Kazakh Way" (Kasachstans Weg) was published in Vienna.

In 2013, the Days of Culture of Kazakhstan were held in Austria, culminating in a large concert of Kazakh performers at the Vienna Concert House. In 2014, the Days of Austrian Culture in Kazakhstan were successfully held.

Since 2015, the Embassy of the Republic of Kazakhstan is implementing the project "Pearls of Kazakhstan - melodies of the Great Steppe", which provides for the holding of concerts of Kazakhstan musicians in Austria, as well as a number of other cultural events. In 2016, the project was held as part of celebrating the 25th anniversary of Independence of the Republic of Kazakhstan. In 2017, the project is being implemented as part of the 25th anniversary of the establishment of diplomatic relations between Kazakhstan and Austria
