RAPIL ZHOSHYBAYEV

Rapil Zhoshybayev was born on August 22, 1963. He graduated from the Kyrgyz State University in 1985, St. Petersburg University of Economics and Finance in1992, and has a degree of Doctor of Economics.

From 1985 to 1988 he worked for the state economic planning agencies of the Kyrgyz Soviet Republic.

In 1988 he enrolled as an intern researcher at the Voznesensky Leningrad Finance and Economics Institute and in 1989 became a graduate student of the St. Petersburg University of Economics and Finance.

From 1993 -Third Secretary, Second Secretary of the Department of International Economic Relations, Ministry of Foreign Affairs, Republic of Kazakhstan. From 1996 - Head of Division, CIS Department, Ministry of Foreign Affairs, Republic of Kazakhstan.

From 1998 - First Secretary, Counselor, Embassy of the Republic of Kazakhstan to the Baltic countries.

From August 2000 - Deputy Chief of Presidential Protocol Service, Republic of Kazakhstan.

From July 2003 - Head of the Division for Interfaith Relations of the Presidential Administration, Republic of Kazakhstan.

From October 2004 - Deputy Minister of Foreign Affairs, Republic of Kazakhstan. From October 2007 to May 2013 – Executive Secretary of the Ministry of Foreign Affairs, Republic of Kazakhstan. In 2011 Mr. Zhoshybayev was appointed the National coordinator for nominating and promoting the bid of Astana to host the International Specialized Exhibition EXPO 2017.

In 2013 by the Resolution of the Head of State he was appointed the First Deputy Minister of Foreign Affairs, Republic of Kazakhstan.

In 2013 by the Resolution of the Head of State he was appointed the Commissioner of the International Specialized Exhibition EXPO 2017.

Mr. Zhoshybayev has the diplomatic rank of the Envoy Extraordinary and Minister Plenipotentiary of the first class.

He speaks English.

Awarded with Dostyk Order (second degree) in 2006, Parasat Order in 2011. He was also awarded with the Order of Merit of the Republic of Poland in 2014 for outstanding contribution to the development of economic cooperation between Poland and Kazakhstan.

Married, has 5 children.

FIRST DEPUTY MINISTER

MUKHTAR TILEUBERDI

Born on June 30, 1968. Graduated from the Philosophy and Economics Faculty of S. Kirov Kazakh State University, completed an internship at the Institute of Asian and African Studies of Lomonosov Moscow State University and Language Institute of Yonsei University (Republic of Korea.) Speaks English and Korean.

After graduation worked at the Departments of History of Philosophy and Chinese Philology of Al-Farabi Kazakh State University.

Began his diplomatic service at the MFA of the Republic of Kazakhstan in 1993 with the office of attaché, during his career at the Central Office worked as a third secretary at the Asia Division, first secretary at the Asia, Middle East and Africa Department, head of the Bilateral Cooperation Department. Worked abroad as a second secretary at the Embassy of the Republic of Kazakhstan in the Republic of Korea and a counsellor in the Embassy of Kazakhstan in the State of Israel.

Worked as an adviser to the Secretary of State at the Administration of the President of the Republic of Kazakhstan. In 2003 was appointed Vice-Minister of Foreign Affairs.

In 2004 was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Malaysia and since 2005 with concurrent accreditation to the Republic of Indonesia, Brunei Darussalam and the Republic of the Philippines.

In 2009 was transferred to the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Swiss Confederation and with concurrent accreditation to the Principality of Liechtenstein, the Vatican City State, as well as of the Resident Representative of the Republic Kazakhstan to the United Nations Office and other international organizations in Geneva. In 2015 was accredited as the Ambassador of the Republic of Kazakhstan with concurrent accreditation to the Sovereign Military Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta.

Since March 2016 – First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

Awarded with medal “For Distinguished Labor" (2014), anniversary medals “10th Anniversary of the Constitution of the Republic of Kazakhstan" (2005), “10th Anniversary of the Parliament of the Republic of Kazakhstan" (2006), “10th Anniversary of Astana" (2008) “20th Anniversary of Independence of the Republic of Kazakhstan" (2011), “10th Anniversary of the SCO" (2011), “20th Anniversary of the Constitution of the Republic of Kazakhstan" (2015.) DEPUTY MINISTER

YERZHAN ASHIKBAYEV

Yerzhan Ashikbayev was born on June 16, 1974 in Almaty, Kazakhstan. In 1998, he graduated from the Al-Farabi Kazakh State National University with BA degree in International Relations. In 2012, he graduated with Master's degree in Public Administration from the John F. Kennedy School of Government at Harvard University as the “Bolashak" Scholar.

Yerzhan Ashikbayev started his career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1998 as a desk officer at the Asia, Middle East and Africa Division of the Fourth Department. From 1999 to 2001, he held consecutive positions of Attaché, Third and Second Secretary at the Department for International Economic Cooperation.

From 2001 to 2002 Mr.Ashikbayev served as Head of the Unit for Economic Cooperation with Europe and the Americas at the Economic Policy Department. In 2002, Yerzhan Ashikbayev was posted as First Secretary to the Embassy of Kazakhstan in Brussels.

In March, 2005 he returned to the Foreign Ministry as Deputy Director of the Department for International Humanitarian and Economic Cooperation.

In June, 2005 he was appointed Head of Foreign Minister's Chancery. In 2007-2009, he served as Chairman of the International Information Committee; from 2009 to 2011 he held the position of Ambassador-at-Large – Advisor to the Minister of Foreign Affairs. In September, 2012 he was appointed Deputy Head of Prime Minister's Office and in October, 2012 – Head of the Foreign Policy Center at the Presidential Administration.

Since December, 2013 Yerzhan Ashikbayev serves as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. He speaks English, Turkish and French, and holds a diplomatic rank of 1st Class Counsellor.

Yerzhan Ashikbayev is married with two children.

ROMAN VASSILENKO

Roman Vassilenko was born in 1972 in Shymkent.

He graduated with honors from the Military Academy of Economy, Finance and Law of the Armed Forces of the Russian Federation in 1994, receiving a degree as a referent interpreter and an expert in international law.

From 1994 to 1996, he served on the staff of the International Relations Department of the Presidential Administration of the Republic of Kazakhstan.

He has been on Kazakhstan's diplomatic service since 1996, first as Third Secretary and later as Second Secretary at the Embassy of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland.

In 1999-2000, he worked as Assistant to the Head of Prime Minister's Office of the Republic of Kazakhstan.

In 2000-2007, he served as First Secretary and later as Counsellor of the Embassy of Kazakhstan in the United States.

In 2007-2009, he worked as Chief Inspector of the Secretariat of the Secretary of State of Kazakhstan; Consultant of the President's Chancery of the Republic of Kazakhstan, and Deputy Chief of Staff to the Secretary of State of Kazakhstan.

In 2009-2012, he served as Chairman of the Committee for International Information of the Ministry of Foreign Affairs of Kazakhstan, overseeing the communications for the Ministry during such important periods as Kazakhstan's chairmanships in the Organization for Security and Cooperation in Europe (2010) and the Organization of Islamic Cooperation (2011-2012).

In 2012-2013, Roman Vassilenko worked as Deputy Director of The Nazarbayev Center, a multifunctional scientific, analytical, humanitarian and educational public institution.

From April 2013 to April 2014, he worked as Ambassador-at-large at the Ministry of Foreign Affairs overseeing the global communications efforts of The ATOM Project, among other activities.

From April 2014 to March 2016, he again served as Chairman of the Committee for International Information of the Ministry of Foreign Affairs.

On March 4, 2016, by the resolution of the President of the Republic of Kazakhstan, Roman Vassilenko was appointed Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

Roman Vassilenko holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of Second Class.

He speaks English, French and Vietnamese. He is awarded with the state award, the medal “For Valorous Work" (2008), and is married with three children.
