FIRST DEPUTY MINISTER

MUKHTAR TILEUBERDI

Born on June 30, 1968. Graduated from the Philosophy and Economics Faculty of S. Kirov Kazakh State University, completed an internship at the Institute of Asian and African Studies of Lomonosov Moscow State University and Language Institute of Yonsei University (Republic of Korea.) Speaks English and Korean.

After graduation worked at the Departments of History of Philosophy and Chinese Philology of Al-Farabi Kazakh State University.

Began his diplomatic service at the MFA of the Republic of Kazakhstan in 1993 with the office of attaché, during his career at the Central Office worked as a third secretary at the Asia Division, first secretary at the Asia, Middle East and Africa Department, head of divison at the Bilateral Cooperation Department. Worked abroad as a second secretary at the Embassy of the Republic of Kazakhstan in the Republic of Korea and a counsellor in the Embassy of Kazakhstan in the State of Israel.

Worked as an adviser to the Secretary of State at the Administration of the President of the Republic of Kazakhstan. In 2003 was appointed Vice-Minister of Foreign Affairs.

In 2004 was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Malaysia and since 2005 with concurrent accreditation to the Republic of Indonesia, Brunei Darussalam and the Republic of the Philippines.

In 2009 was transferred to the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Swiss Confederation and with concurrent accreditation to the Principality of Liechtenstein, the Vatican City State, as well as of the Permanent Representative of the Republic Kazakhstan to the United Nations Office and other international organizations in Geneva. In 2015 was accredited as the Ambassador of the Republic of Kazakhstan with concurrent accreditation to the Sovereign Military Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta.

Since March 2016 – First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

Awarded with medal “For Distinguished Labor" (2014), anniversary medals “10 th Anniversary of the Constitution of the Republic of Kazakhstan" (2005), “10th Anniversary of the Parliament of the Republic of Kazakhstan" (2006), “10th Anniversary of Astana" (2008) “20th Anniversary of Independence of the Republic of Kazakhstan" (2011), “10th Anniversary of the SCO" (2011), “20th Anniversary of the Constitution of the Republic of Kazakhstan" (2015.) Awarded with Letters of Appreciation of the President of the Republic of Kazakhstan (2003, 2010.)

Holds a diplomatic rank of the Ambassador Extraordinary and Plenipotentiary.

DEPUTY MINISTER

YERZHAN ASHIKBAYEV

Yerzhan Ashikbayev was born on June 16, 1974 in Almaty, Kazakhstan. In 1998, he graduated from the Al-Farabi Kazakh State National University with BA degree in International Relations. In 2012, he graduated with Master's degree in Public Administration from the John F. Kennedy School of Government at Harvard University as the “Bolashak" Scholar.

Yerzhan Ashikbayev started his career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1998 as a desk officer at the Asia, Middle East and Africa Division of the Fourth Department. From 1999 to 2001, he held consecutive positions of Attaché, Third and Second Secretary at the Department for International Economic Cooperation.

From 2001 to 2002 Mr.Ashikbayev served as Head of the Unit for Economic Cooperation with Europe and the Americas at the Economic Policy Department. In 2002, Yerzhan Ashikbayev was posted as First Secretary to the Embassy of Kazakhstan in Brussels.

In March, 2005 he returned to the Foreign Ministry as Deputy Director of the Department for International Humanitarian and Economic Cooperation.

In June, 2005 he was appointed Head of Foreign Minister's Chancery. In 2007-2009, he served as Chairman of the International Information Committee; from 2009 to 2011 he held the position of Ambassador-at-Large – Advisor to the Minister of Foreign Affairs. In September, 2012 he was appointed Deputy Head of Prime Minister's Office and in October, 2012 – Head of the Foreign Policy Center at the Presidential Administration.

Since December, 2013 Yerzhan Ashikbayev serves as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. He speaks English, Turkish and French, and holds a diplomatic rank of 1st Class Counsellor.

Yerzhan Ashikbayev is married with two children.

ROMAN VASSILENKO

Roman Vassilenko was born in 1972 in Shymkent.

He graduated with honors from the Military Academy of Economy, Finance and Law of the Armed Forces of the Russian Federation in 1994, receiving a degree as a referent interpreter and an expert in international law.

From 1994 to 1996, he served on the staff of the International Relations Department of the Presidential Administration of the Republic of Kazakhstan.

He has been on Kazakhstan's diplomatic service since 1996, first as Third Secretary and later as Second Secretary at the Embassy of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland.

In 1999-2000, he worked as Assistant to the Head of Prime Minister's Office of the Republic of Kazakhstan.

In 2000-2007, he served as First Secretary and later as Counsellor of the Embassy of Kazakhstan in the United States.

In 2007-2009, he worked as Chief Inspector of the Secretariat of the Secretary of State of Kazakhstan; Consultant of the President's Chancery of the Republic of Kazakhstan, and Deputy Chief of Staff to the Secretary of State of Kazakhstan.

In 2009-2012, he served as Chairman of the Committee for International Information of the Ministry of Foreign Affairs of Kazakhstan, overseeing the communications for the Ministry during such important periods as Kazakhstan's chairmanships in the Organization for Security and Cooperation in Europe (2010) and the Organization of Islamic Cooperation (2011-2012).

In 2012-2013, Roman Vassilenko worked as Deputy Director of The Nazarbayev Center, a multifunctional scientific, analytical, humanitarian and educational public institution.

In 2013-2014, he worked as Ambassador-at-large at the Ministry of Foreign Affairs overseeing the global communications efforts of The ATOM Project, among other activities.

In 2014-2016, he again served as Chairman of the Committee for International Information of the Ministry of Foreign Affairs.

On March 4, 2016, by the resolution of the President of the Republic of Kazakhstan, Roman Vassilenko was appointed Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

He holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of First Class.

He speaks English, French and Vietnamese. He is awarded with the medal “For Valorous Work” (2008) and the order “Qurmet” (Honour) and numerous commemorative medals.

He is married with three children.

He was born on 2nd of May 1965 in Almaty. In 1988 graduated from Kazakh State University named after S. Kirov as a historian teaching on a foreign language. In 1993 graduated from international relations and foreign policy faculty of Diplomatic Academy of the Ministry of Foreign Affairs of USSR.

Nurlan Seytimov was born in 1964 in Almaty oblast.

Education: Law Faculty of the Kazakh State University, International Relations Faculty of the Diplomatic Academy of the MFA of the Russian Federation (Moscow).

He served in the USSR Armed Forces, worked in public and commercial organizations.

Nurlan Seytimov started his career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1994.

From 1994 to 1996, he worked as a specialist of the Diplomatic Missions Department of the RK MFA.

From 1997-2000, he worked as third secretary of the Embassy of the Republic of Kazakhstan in Germany, second secretary, head of office of the Department of Consular Service.

From 2000 to 2004, he served as consul of the Consulate General of the Republic of Kazakhstan in Frankfurt am Main, consul of the Consulate of the Republic of Kazakhstan in Hannover.

From 2004 to 2007, he worked as head of unit, division, deputy director of the CIS Department.

From 2007 to 2010, Mr Seytimov worked as chief inspector, deputy head of the Foreign Policy Center of the Executive Office of the President of Kazakhstan.

From 2010 to 2013, he worked as Minister-Counsellor of the Embassy of the Republic of Kazakhstan in the Russian Federation.

From 2013 to 2016, he worked as Consul General of the Republic of Kazakhstan in Frankfurt am Main (Germany).

Since March 2016 to January 2019, Nurlan Seytimov served as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in Tajikistan.

On January 17, 2019, by the resolution of the President of the Republic of Kazakhstan he was appointed Executive Secretary of the Ministry of Foreign Affairs.

Nurlan Seytimov holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of Second Class.
