NEW APPOINTMENTS IN THE MINISTRY

By Decree No. 673 of the President of the Republic of Kazakhstan, as of April 27, 2018 Bakyt DUSSENBAYEV was appointed as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Korea.

He graduated from Lomonosov Moscow State University in 1993 with a major in historian and teacher with knowledge of a foreign language. In 1996 – graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation with a major in specialist in the field of international relations.

Dussenbayev has been working in the Ministry of Foreign Affairs of the Republic of Kazakhstan since 1993. Chief, Deputy Director and Director of the Europe and America Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan (2003-2004). Counsellor and Minister-Counsellor of the Embassy of the Republic of Kazakhstan to the Kingdom of Spain (2004-2009). Deputy Director of the Department of Europe of the Ministry of Foreign Affairs of the Republic of Kazakhstan (2009-2012).

Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Spain, Permanent Representative of the Republic of Kazakhstan to the World Tourism Organisation, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Principality of Andorra concurrently (2012 – April 2018).

He has the diplomatic rank of the Envoy Extraordinary and Plenipotentiary of the II Class.

By Decree No. 674 of the President of the Republic of Kazakhstan, as of April 27, 2018 Konstantin ZHIGALOV was appointed as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Spain.

He graduated from Kirov Kazakh State University in 1981 with a major in historian and history teacher of the English language.

Zhigalov was a lecturer in Kirov Kazakh State University from 1982-1984. He worked as a senior fellow and a consultant of the Organisational Department of the Central Committee of the Communist Party of the Kazakh SSR from 1985-1991.

Assistant to the President of the Republic of Kazakhstan (1991-1993). Deputy Minister of Foreign Affairs of the Republic of Kazakhstan (1993-1994). Head of the International Department of the Executive Office of the President of the Republic of Kazakhstan (1994-1995). Assistant to the President of the Republic of Kazakhstan (1995-1996). Minister-Counsellor of the Embassy of the Republic of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland (1996-2000).

Zhigalov worked as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Poland from 2000-2003. Between 2003-2009, he was Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Belgium and Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Grand Duchy of Luxembourg and the Kingdom of the Netherlands and Head of the Mission of the Republic of Kazakhstan to the European Union (EU) and the North Atlantic Treaty Organisation (NATO).

Deputy Minister of Foreign Affairs of the Republic of Kazakhstan and National Coordinator for Cooperation with the EU (2009-2012).

Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Canada and Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Cuba, Dominican Republic and Jamaica (2012 – April 2018).

He has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

By Decree No. 675 of the President of the Republic of Kazakhstan, as of April 27, 2018 Akylbek KAMALDINOV was appointed as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Canada.

He graduated from Kirov Kazakh State University in 1990 with a major in philologist and teacher of Russian language and literature. In 2003, he took advanced courses for ambassadors and heads of structural units of the Ministry of Foreign Affairs at the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Kamaldinov worked as a teacher of Japanese language at Al-Farabi Kazakh State University in 1992-1993.

He has been working in the Ministry of Foreign Affairs since 1993. Head of the Division and Deputy Director of the Asia, Middle East and Africa Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan (2001-2003). Head of the Foreign Relations Department of the Office of the Prime Minister of the Republic of Kazakhstan (2003-2007). Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Japan (2007-2016). Deputy Minister of Foreign Affairs of the Republic of Kazakhstan (2016 – April 2018).

He has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

By Decree No.689 of the President of the Republic of Kazakhstan, as of May 21, 2018 Aigul KUSPAN was appointed as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Belgium.

In 1983, she graduated from the Alma-Ata Pedagogical Institute of Foreign Languages with a major in teacher of French and German languages. In 1995, she graduated from the University of Rennes 1 (France) and in 1996 from the National School of Administration under the Prime Minister of France (Strasbourg, France) with major in public administration and international relations.

Lecturer at the Almaty Pedagogical Institute of Foreign Languages (1983-1992). Consultant to the Economic Representation of the French Ministry of Finance in the Republic of Kazakhstan (1992-1993). Head of Press Department of the Embassy of France to Kazakhstan (1993-1994).

Since 1996, Kuspan has been working in the structure of the Kazakh Ministry of Foreign Affairs. Head of Division in Bilateral Cooperation Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan (2001-2002). Counsellor to the Embassy of the Republic of Kazakhstan to the Republic of Austria (2002-2004). Head of Europe and America Department, Ministry of Foreign Affairs of the Republic of Kazakhstan (2004-2006). Counsellor, Minister-Counsellor of the Embassy of the Republic of Kazakhstan to the Republic of Lithuania (2006-2011). Deputy Director, Director of Europe Department, Ministry of Foreign Affairs of the Republic of Kazakhstan (2011-May 2018).

She has the diplomatic rank of Envoy Extraordinary and Plenipotentiary of the II Class.
