Kazakhstan - Slovakia

General information

On 1 January 1993, the Republic of Kazakhstan and the Slovak Republic established diplomatic relations.

In January 2005, the Embassy of the Slovak Republic in Astana was opened.

In June 2006, the Diplomatic mission of the Republic of Kazakhstan in Bratislava was opened with the permanent residence of the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in Prague, Czech Republic.

Political relations

The Republic of Kazakhstan and the Republic of Slovakia supports regular political dialogue. Meetings of Heads of State and exchange of personal messages confirms the desire of the parties to develop a trusting and constructive relations, creates the necessary conditions for activisation of cooperation. There is significant closeness of the two countries on the key issues of the current international affairs.

Among of the most important events in bilateral relations it should be noted the meeting of Minister of Foreign Affairs of Kazakhstan K.Tokayev with Minister of Foreign Minister of the Slovak Republic Z.Kramplovoy on May 27, 1998 in the framework of the session of the Council of the Euro-Atlantic Partnership in Luxembourg.

In May 1999, in Astana the Foreign policy consultations between the Ministries of Foreign Affairs of the Republic of Kazakhstan and the Slovak Republic were conducted.

In November 18, 1999 in the framework of the OSCE Summit in Istanbul it was first meeting of the Presidents Nursultan Nazarbayev and Rudolf Schuster.

On November 14-15, 2001 President of the Slovak Republic Rudolf Schuster made official visit to Kazakhstan. As the result of visit the Declaration on Principles of Relations between the Republic of Kazakhstan and the Slovak Republic, the Agreement on cooperation in the field of certification, standardization and metrology had been signed. During the visit, there were business forum with the participation of representatives of business circles of Kazakhstan and Slovakia, as well as the second session of the intergovernmental commission on trade-economic and scientific-technical cooperation.

In January 2003, State Secretary of Ministry of Foreign Affairs of Slovakia Y.Bereni visited Kazakhstan.

On June 1, 2004 in Bratislava, International road transport Agreement between the Government of the Republic of Kazakhstan and the Government of the Slovak Republic had been signed. It is created the necessary legal framework in the field of transport, allowed more efficient transit benefits between two states.

On 20-21 November 2007, it was first state visit of President of Kazakhstan Nursultan Nazarbayev to Slovakia. During the visit there were signed: intergovernmental agreements on promotion and mutual protection of investments, on cooperation in combating organized crime, terrorism and illicit trafficking in narcotic drugs, psychotropic substances and their precursors and other types of crime; Memorandum of Understanding between the Ministry of Culture and Information of Kazakhstan and the Ministry of Culture of Slovakia on cultural cooperation; Joint Statement between the Ministry of Health of Kazakhstan and the Ministry of Health of Slovakia on cooperation in the field of medicine.

On March 29-31, 2010 it was reciprocal state visit of President of the Slovak Republic Ivan Gasparovic to Kazakhstan. During the visit there were Kazakhstan-Slovak business forum. Also there were signed intergovernmental agreement between Kazakhstan and Slovakia on military graves; Agreement between JSC “Kazakhstan Temir Zholy" and the Slovak company «ŽOS - VÝVOJ» on joint venture to produce diesel rail trains.

On December 1-2, 2010 President of Slovakia Ivan Gasparovic visited Astana as the head of the Slovak delegation at the OSCE Summit.

Meetings at the level of ministries and agencies

On September 23, 2009 in the framework of the 64th session of the UN General Assembly it was a meeting between Minister of Foreign Affairs of Kazakhstan K.Saudabayev and Minister of Foreign Affairs of Slovakia M.Lajcak.

On June 8, 2012, Executive Secretary of the MFA RK R.Zhoshybaev visited Bratislava. During the meeting with Secretary of State of the Ministry of Foreign Affairs of Slovakia P.Buryan R.Zhoshibayev handed over the letter from Prime-Minister of Kazakhstan K.Massimov addressed to the Slovak Government about the support of the candidacy of Astana to host the EXPO 2017.

On September 24, 2013 in the framework of the 68th session of the UN General Assembly it was meeting between Minister of Foreign Affairs E. Idrisov and Minister of Foreign Affairs of Slovakia M.Lajcak.

Interparliamentary cooperation

Interparliamentary cooperation is making a significant contribution to the strengthening of bilateral cooperation. In the Slovak Parliament there is Group of friendship with Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan and Uzbekistan. 18 member of Slovak Parliament are member of this Group. The Group is chaired by R.Madej, who is belong to the ruling Social-Democratic Party «SMER-SD».

On 19-25, 2007 Members of the Mazhilis of Parliament of Kazakhstan I.Chirkalin and V.Egorov participated in the workshop to exchange experiences in the field of local self-government of Slovakia.

On 10-13 June, 2013 by the invitation of the Chairman of Senate of the Parliament of Kazakhstan K.Mami the Chairman of the National Council (Parliament) of the Slovak Republic to P.Pashka made his first official visit to Kazakhstan.

On February 23, 2015 Kuanysh Sultanov,member of the Mazhilis of Parliament of the Republic of Kazakhstan visited Slovakia as the Special Envoy of the President of Kazakhstan Nursultan Nazarbayev on the promotion of Kazakhstan's candidacy for non-permanent members of the UN Security Council 2017-2018.

Legal-treaty base

Between Kazakhstan and Slovakia there were signed 16 agreements on the intergovernmental and interministerial levels, which are created the necessary legal framework for active and fruitful cooperation between two countries in various fields.

Trade and economic cooperation

Slovakia is a promising economic partner of Kazakhstan. The potential of cooperation of the two states is not to be used in full.

In accordance with official figures the Customs Control Committee of the Ministry of Finance of Kazakhstan, the bilateral trade in 2014 was amounted to 164,257 million dollars. (Imports - 38,057 million dollars., exports – 126,200 million dollars).

The main items of Kazakhstan's exports are zinc, copper, chromium, manganese, lead, aluminum, scrap metal, cotton, chemicals. Imports are dominated by machinery, equipment, building materials, herbicides, medicines, foods, paper pulp from wood, printing products, textiles, and furniture.

Key role in the process of economic and trade cooperation is played the Kazakhstan-Slovak Intergovernmental Commission on Economic, Scientific and Technical Cooperation (IGC).

Since 1998, there were 6 meetings of the IGC, the last was on 11-12 June 2013 in Astana. In the framework of the 6th meeting of the IGC Slovak side proposed to the Kazakhstan side a number of joint projects in the field of transport and civil aviation, energy and agriculture, statistics and tourism, as well as in the financial sector.

Promising areas of Kazakhstan-Slovak cooperation are joint projects in manufacturing, agriculture, construction, production of light goods, food and woodworking industries, tourism and educational exchanges, small and medium business.

Great potential for Kazakhstan-Slovak cooperation laid down in the transport sector. Kazakhstan and Slovakia are the transit countries. In this context, there is scope for the transport of goods to Western Europe and Asia.

In Kazakhstan there is about 17 joint ventures with Slovak capital, mainly in the fields of engineering, construction, trade, services, manufacturing of pharmaceuticals.

Taking into account developed transport and engineering industry in Slovakia, there is possibility to attract his resources for the implementation of the Transport Strategy of the Republic of Kazakhstan and the project - "Western Europe-Western China".

One of the important areas of cooperation are military and military-technical spheres.

Cultural and humanitarian cooperation

There is successful development of the interuniversity cooperation, which is based on the Memorandum between the Ministries of Education of the Republic of Kazakhstan and the Slovak Republic, 3.11.2009.

A close contact between educational institutions provides opportunity for students and PhD-masters to study in the universities in Slovakia, as well as joint scientific researches of PhD degrees in various specialties, exchange of students and faculty members. In March 2013, 10 lecturers of economic faculty of the L.N. Gumilev Eurasian National University had scientific training in the Faculty of Economics of Agricultural University of Nitra and the State University of Economics of Bratislava.

Each year Slovak government the under the program of official development assistance provides several scholarships for Kazakhstan students to study in the universities of Slovakia.
