Overview

February 11, 1992 - Diplomatic relations between the Republic of Kazakhstan and the Kingdom of Spain .In January 1999, the Embassy of the Republic of Kazakhstan in Spain.In June 1999, the Embassy of the Kingdom of Spain to the Republic of Kazakhstan.

On January 25, 2012 Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Spain is B.Dyusenbaev. On May 11, 2012 Ambassador Extraordinary and Plenipotentiary of the Kingdom of Spain in the Republic of Kazakhstan is Larrotcha Manuel Parada .

Political relations

Spain is one of the key political partners of Kazakhstan in Europe . Spain became the second European country with which Kazakhstan signed a strategic partnership agreement (2009) .

Dynamics and content summits indicate the special nature of the bilateral partnership . Established constant and fruitful contact heads of state. Since 1994, held a number of visits and summits .

September 30, 2013 an official visit of the President of the Spanish Government M.Rahoy to Astana. The visit included meetings with President Nazarbayev and Prime Minister S.Ahmetov in which the sides discussed prospects of bilateral cooperation. Signed a number of interagency and commercial agreements.

President of Kazakhstan Nursultan Nazarbayev visited Spain 8 times , the last visit took place on February 5-6, 2013. Under this working visit he met with the King of Spain Juan Carlos I, Prime Minister M.Rahoem . The last official visit of the King of Spain Juan Carlos I in Kazakhstan took place in 2007

13-14 May 2013, the first in the history of Kazakh -Spanish relations official visit of the Minister of Foreign Affairs E. Idrisov in Spain. During the visit had been a number of bilateral activities on various topics of cooperation between Kazakhstan and Spain . Meetings were held with the King of Spain Juan Carlos I, with the chairmen of the upper and lower houses of parliament , Foreign Minister of Spain. Discussed the whole range of bilateral relations, as well as the most pressing issues on the international agenda . In addition , it took the third meeting of the Business Council "Kazakhstan- Spain", and organized a conference "Kazakhstan in the modern world."

Following completion of negotiations of Foreign Affairs of Kazakhstan and Spain signed a Memorandum of Cooperation between the Ministry of Foreign Affairs Ministry of Foreign Affairs of Kazakhstan and Spain.

During the meeting on the field at the G20 summit in St. Petersburg, September 6, 2013 President of Kazakhstan Nursultan Nazarbayev and Prime Minister CI M.Rahoy considered a number of issues regarding the deepening partnership between the two countries in various fields of mutual interest .

Trade and economic relations

In 2012 , in accordance with Kazakh statistics , turnover amounted to 996 million U.S. dollars , including exports - 768 million, import - 228 million turnover in 2011 amounted to $ 1.3 billion, including exports - 1.14 billion, import - 150 million.

By the end of 2013 the turnover increased by 2.6 times and amounted to 2 billion 348 million U.S. dollars. Exports amounted to 1 billion 844 million (increased by 2.8 times ), imports amounted to 503.7 million (increased 2.2 times).

Commodity structure of trade is very stable. Most exports from Kazakhstan to Spain are oil and its derivatives - 75% of base metal , hire and lead - 23%. Spain imported from industrial, agricultural and medical equipment, vehicles and chemical products.

Currently in Kazakhstan registered a number of joint ventures with Spanish capital. Successfully in the market of Kazakhstan companies like "Talgo", "Repsol", "Maksam", "Indra", "Airbus Military", "Teltronic", "Imabe Iberica», «MYPE», «Inditex " etc.

In addition, interest in cooperation exhibit such famous companies as OHL, CAF, Gamesa, and AGEM , Globaltec, OSEPSA, IDOM, INECO, Eptisa, etc.

One of the important mechanisms for trade and economic cooperation are the Kazakh- Spanish Intergovernmental Commission on Cooperation in Economy and Industry ( IPC) and the Business Council "Kazakhstan- Spain."

The responsible authority of the IPC on the Kazakh side is the Ministry of Economy and Budget Planning ( since 2012 ), the Spanish - Ministry of Economy and Competitiveness. Last presently 5th IGC meeting was held July 13, 2012 in Madrid during the visit to Spain, the Minister of Industry and New Technologies A.Isekesheva.

Co-Chairs of the Business Council is Managing Director of JSC "Fund" Samruk-Kazyna" N.Baydauletov and CEO of "Talgo" Jose Maria Oriol Fabra. The Council consists of representatives of the leading companies of the two countries , its main task is to intensify the interaction of Kazakhstan and Spanish entrepreneurs . First meeting of the Business Council (DS ) was held in Madrid in July 2012 The second meeting was held in Astana DS 5-6 November 2012 during the visit of the delegation of Spanish companies in Kazakhstan. Third meeting was held in May 2013 in Madrid during the visit of Minister of Foreign Affairs E. Idrisov in Spain.

Military and military- technical cooperation

Impuls to the development of bilateral relations in the military sphere, the official visit of the Minister of Defense A.Dzhaksybekov to Spain in November 2010 in the framework of the visit, a Memorandum between JSC "NC" Kazakhstan Engineering" and the company"Indra" on a joint venture, providing for the transfer of new technologies in Kazakhstan.

JSC "Kazspetsexport" signed a contract with Airbus Military for the supply of two military transport aircraft C295, the transmission of which was held in the Kazakh side g.Sevilya January 14, 2013 The agreement also includes the appropriate package of after-sales support, supply of necessary spare parts and ground support equipment. Also signed a Memorandum of Understanding for a further six aircraft C295, individual contracts to be signed in gradually over the next few years.

10-11 June 2013 an official visit to the ROK Defense Minister Pedro Morenesa Spain. The parties reached an agreement on increasing the participation of Spanish companies in the military-technical cooperation with Kazakhstan. In particular, Kazakhstan has expressed interest in acquiring the A-400M aircraft and two additional C- 295.

They also agreed on the organization of education and training for the Armed Forces of Kazakhstan in Spain. In addition, the defense ministers of Kazakhstan and Spain signed a memorandum on military and military-technical cooperation, procurement of defense products, military education, R & D and logistic support .

Law enforcement cooperation

Spain is the first EU member state with which an entire package of agreements on cooperation in criminal matters. During the visit to Astana H.L.Sapatero in 2011 signed agreements on mutual legal assistance in criminal matters and on cooperation in the fight against crime. During the visit, the Prosecutor General of Kazakhstan A.Daulbaeva in Madrid in November 2012 were signed treaties on extradition and transfer of sentenced persons.

Cooperation in the field of culture , education and sports

Particular emphasis is given to the development of cooperation between educational institutions of Kazakhstan and Spain. Agreements on cooperation and the exchange of students between KazNPU. Abay and the University Complutense ( Madrid ), Kazakh National University. Al-Farabi and the University of Cadiz. Is an active interaction with other Spanish universities, particularly the University of Granada and the University of Cordoba.
