On December 10, 2017 in the margin of the 11th Ministerial Conference of the WTO, the ministers and head of delegations of over 40 WTO Members-states participated in the meeting on investment facilitation in Buenos Aires, Argentina.
The Director-General of the WTO, Mr. Roberto Azevedo and Minister of Commerce of the People's Republic of China, Mr. Zhong Shan opened the meeting. In their welcoming speeches they noted the importance of investments for world trade expansion and global economy development.
Permanent Representative of the Republic of Kazakhstan to the WTO, Ambassador Zhanar Aitzhanova was one of the keynote speakers. She informed participants that within the WTO, the Republic of Kazakhstan undertook commitments facilitating favorable investment regime and attractration of highly qualified personnel. In particular, Kazakhstan guarantees transparency and predictability of licensing requirements and procedures required to pursue entrepreneurial and investment activities.
As a result of the meeting, the head of delegations signed the Joint Ministerial Statement on Investment Facilitation. The document stipulates the support for the Ministerial Decision on Investment Facilitation, which calls for structural discussions of investment facilitation issue at the WTO to be adopted during the current 11th WTO Ministerial Conference.
On December 11 at the meeting on domestic regulation Ambassador Zhanar Aitzhanova in her speech also expressed support of Kazakhstan for adoption of the Ministerial Decision on Domestic Regulation in Services during the 11th WTO Ministerial Conference.
The future document calls for continuation of negotiations on the draft WTO Rules on Domestic Regulation in Services aimed at improvement of services permitting system. The WTO Members will strive to adopt the Rules during the next WTO Ministerial Conference in 2019.
The WTO Rules on Domestic Regulation for Trade in Services are designed to facilitate reduction of administrative barriers, simplification of licensing procedures and provide effective electronic public services for the establishment and operation of business by services providers in Kazakhstan's market.
