ASTANA, November 29, 2018–The Ministry of Foreign Affairs of the Republic of Kazakhstan and the Astana International Financial Centre held a joint presentation to raise awarenesswithin the foreign diplomatic corps about the activities of the Astana International Financial Centre.
The presentation was opened by Minister of Foreign Affairs Kairat Abdrakhmanov and AIFCGovernor Kairat Kelimbetov, who addressed the heads of foreign embassies and international organizations accredited in Kazakhstan.
In his remarks, Kairat Abdrakhmanov noted that only three years had passed since President Nursultan Nazarbayev initiated the establishment of the AIFC, commending the successful work of the AIFC administration. He also informed foreign guests about the ministry's measures to support the formation and development of the AIFC that include information and profile-raising events, the interaction of the AIFC with international financial organizations among others. To this end, in October, the MFA and the AIFC adopted a joint Roadmap including practical steps that involve all diplomatic missions of Kazakhstan abroad.
In turn, Governor Kelimbetov thanked the foreign ministry for its assistance during the AIFC's formation, applauding the significant role of Kazakh diplomats in centre's development. He also informed the meeting's participants about the current state of affairs of the AIFC, the recent AIFC public offeringsof Kazatomprom NC JSCshares and eurobonds of the Ministry of Finance of Kazakhstan, as well as about its short-term plans.
Guests were shown a video about the AIFC's activities and were joinedby experts, who consulted each participant of the event on the goals and objectives of the centre and established direct working contacts with foreign diplomats present there.
This event was an important way of promoting the AIFCand enhancing interaction with its foreign partners.
Moreover, on the same day a presentation of the Astana HubInternational Tech Park of IT Start-ups was held for the foreign diplomatic corps in the Astana Hub building, under the guidance of executive secretary of the Ministry of Information and Communication of Kazakhstan Zhanat Kozhakhmetov. He informed the participants about the goals and objectives of the tech hub, Kazakhstan's digital transformation and the existing opportunities for partnership with foreign industry players.
The technology hub is unique due to its international openness. The hub uses English law and the tax treatment is being developedat the legislative level both for Kazakhand foreign participants (Income tax, Corporation tax, VAT, etc.). Simplified labor and visa regimes are being created for foreign residents of the tech hub.
The Astana IT-tech hub was established to develop a start-up culture in the country and support high-tech projects. TheAstana Hub international tech park of IT start-ups is planned to become the core of the development of Kazakhstan's innovation ecosystem.
Furthermore, foreign diplomats were informed that during the coming year, the creation of an IT University at the EXPO site is planned, that will train highly qualified personnel for the country's growing digital economy.
