At the second day of the OSCE Economic and Environmental Forum in Prague wide range Civil service and combatting corruption reforms of Kazakhstan were mentioned.
Chairperson of the OSCE Economic and Environmental Committee, Permanent Representative of the Republic of Kazakhstan to International Organizations in Vienna, Kairat Sarybay moderated at the first session on the theme "Fostering a multi-stakeholder approach to leverage the opportunities of digital economy". In the time of high technologies participants proposed importance of cooperation, coordination and collaboration, business conference on ICT, network of smart cities and universities. All these are essential states in digital age in order to be efficient and avoid duplication.
During the discussions Vice-Chair of the Agency for Civil Service and Anti-Corruption of the Republic of Kazakhstan Aigul Shaimova introduced experience of Kazakhstan on raised issues and briefed about work of the agency on the issues of civil service and human capital development, digitalization and combatting corruption. Among the measures optimization of the state apparatus, transfer of personnel records into the electronic format through the electronic system "E-Kyzmet", centralization of support services, automation of public services, as well as the implementation of the project to protect investors were outlined. As an example experience in introducing a new pay system in Kazakhstan was introduced.
Director of the Center for Applied Research "TALAP" Rakhim Oshakbayev in capacity of speaker at the session on “Boosting innovative business models and economic connectivity in the digital era" presented the work of Center in the framework of implementation “Five institutional reforms" aiming at economic development of Kazakhstan, human capital development. He also mentioned experience of Kazakhstan in ensuring public sector transparency through e-government and shared opinion on mechanisms of boosting innovative business models.
