Consular legalization (hereinafter – the legalization) involves verification of the conformity of documents to existing legislation of the receiving state and represents the authentication and certification of signatures of officials and seals on such documents with the aim to use them in other state. This procedure is regulated by the Rules of consular legalization approved by the Order of Minister of Foreign Affairs № 264 dated November 21, 2000.
The list of documents required for the provision of public services upon application of the service taker (or his/her representative by proxy):
Application in optional form;
Identity document of the service taker (original and copy);
Document subject to consular legalization both in the original and notarized copies;
Original copy of the paper confirming payment of the consular fee;
Constituent documents (for legal entities);
Document confirming the power to act on behalf of the applicant, in case if the applicant can not appear in person.
Requirements to the documents submitted for legalization.
For legalization documents are accepted both in the original and notarized copies. If the legalization of a foreign diplomatic mission or the foreign office is subject to translation of the document from the state or Russian languages to foreign language, then the notarized document can be legalized in the Department of Consular Service along with its translation.
Notarized copies of the documents submitted for legalization shall be executed in accordance with paragraphs 60 to 63 of the Rules on notarial records management, approved by the Order of the Minister of Justice of the Republic of Kazakhstan No. 32 dated January 31, 2012.
The documents and acts submitted for legalization must be written clearly and concisely, signatures of officials and seals impression must be bold.
Department of Consular Service legalizes documents and acts coming from international organizations and institutions, if they are pre-legalized in the foreign office of the foreign country of the origin of documents.
Legalization is made on a fee-paid basis. Payment shall be made via banking institutions of the Republic of Kazakhstan.

The Republic of Kazakhstan is a party to the Convention (Annex 1) which cancels the requirement to legalize foreign public documents (Hague Convention, 1961).
In accordance with the Hague Convention, the documents made by the competent authorities of one country and intended for use in the territory of another state which is a party to the Hague Conventions, shall have a stamp “Apostille".
In accordance with the Decree of the Government of the Republic of Kazakhstan No. 545 dated April 24, 2001, the organizations with a power to put apostille shall be the following public authorities:
- Ministry of Justice of the Republic of Kazakhstan;
- Ministry of Education and Science of the Republic of Kazakhstan;
- Ministry of Internal Affairs of the Republic of Kazakhstan;
- Ministry of Finance of the Republic of Kazakhstan;
- Ministry of Defense of the Republic of Kazakhstan;
- Information and Archives Committee of the Ministry of Culture and Information of the Republic of Kazakhstan;
