Kazakh foreign ministry holds round-table on monitoring of UN Convention on Rights of Persons with Disabilities


On November 14, the Ministry of Foreign Affairs of Kazakhstan held a round-table “On the Way Towards Developing Inclusive Society in Kazakhstan”, chaired by Ambassador at-Large of the Foreign Ministry, Ussen Suleimen. 

The event was focused on discussing the possibility of introducing in Kazakhstan an independent monitoring mechanism to assess progress in achieving the provisions of the UN Convention on the Rights of Persons with Disabilities ratified in 2015.

Article 33-2 of the Convention provides for the establishment of a monitoring mechanism, but since the ratification of the international treaty there has been no comprehensive exchange of views on what the mechanism should be like in Kazakhstan. 

Members of Kazakh Parliament Aigul Kapbarova and Dinar Nuketaeva, Ombudsperson for Human Rights in Kazakhstan Elvira Azimova, representatives of the concerned state bodies of Kazakhstan working in the area of assistance to persons with disabilities participated in the discussion. Markus Schefer, member of the UN Committee on the Rights of Persons with Disabilities, and Tuomas Tuure, head of a Finnish non-governmental organization, were invited to the round-table as international experts. The event was also attended by representatives of the OSCE, UNDP, OHCHR, UNFPA, Soros Foundation and the U.S. Embassy in Kazakhstan.  

Two options for a control mechanism under the Convention were proposed during the round-table: A monitoring mechanism under the Office of the Ombudsperson and the establishment of a separate national monitoring chamber. The participants agreed on the need to carefully examine both, as well as additional options for this mechanism, which would be in line with the Paris Principles relating to the status and functioning of national institutions for the protection and promotion of human rights.   

The event was organized jointly with the Association of Women with Disabilities “Shyrak”.
