Kazakhstan - Luxembourg


General information

On June 1, 1992 the Grand Duchy of Luxembourg recognized the state sovereignty of the Republic of Kazakhstan.

On June 29, 1992 diplomatic relations were established between Kazakhstan and Luxembourg.

On 12 December 2018 Ambassador Extraordinary and Plenipotentiary of Kazakhstan in Luxembourg Aigul Kuspan presented credentials to Grand Duke of Luxembourg Henri.

On November 28, 2016 Ambassador Extraordinary and Plenipotentiary of Luxembourg in Kazakhstan (concurrently with the residence in Moscow)
Jean-Claude Knebeler presented credentials to the Secretary of State of Kazakhstan Gulshara Abdykalikova.

On 17 January 2019 Benedikt Sobotka was appointed as Honorary Consul of Kazakhstan in Luxembourg.

On February 12, 2015 Aldiyar Kaztayev was appointed as Honorary Consul of Luxembourg in the North region of Kazakhstan. Arif Shadiev is Honorary Consul of Luxembourg in the South region of the Republic of Kazakhstan.

Political cooperation

Bilateral relations between Kazakhstan and Luxembourg are steadily developing.

On June 26-28, 2008 Prime Minister of Luxembourg Jean-Claude Juncker paid the first official visit to Kazakhstan, during which the Luxembourg politician presented the highest state award - the Great Cross of the Order of the Oak Crown - to the Head of State for his special contribution to the development of bilateral relations. J.-C. Junker, in turn, was awarded with the First Class Dostyk Order for strengthening friendship between the peoples of the two states.

On July 16-17, 2010 at the OSCE Informal Ministerial Meeting in Almaty, the Luxembourg delegation was headed by Deputy Prime minister – Minister of Foreign Affairs of Luxembourg J.Asselborn, who also took part in the OSCE Summit on December 1-2, 2010 in Astana.

On October 27-29, 2014 Deputy Prime Minister, Minister of the Economy, Minister of Internal Security and Minister of Defense of Luxembourg E.Schneider paid a visit to Kazakhstan, during which meetings were held with Prime Minister of Kazakhstan K. Massimov, Minister of Finance of Kazakhstan B.Sultanov and Minister for Investment and Development of Kazakhstan A.Issekeshev.

On May 21-23, 2015 Prime Minister of Luxembourg X.Bettel paid an official visit to Kazakhstan to participate in the Astana Economic Forum.

During the visit the following documents were signed:

- Intergovernmental Agreement between Kazakhstan and Luxembourg on Air Service;

- Memorandum of Understanding between the National Bank of Kazakhstan and the Financial Technology Transfer Agency of Luxembourg.

On September 29, 2015 the Head of State held a meeting with X. Bettel in New York on the margins of the UNGA 70th session. The politicians discussed the development of bilateral relations between Kazakhstan and Luxembourg,
as well as strengthening of cooperation between Kazakhstan and the European Union.

On June 8-10, 2017 Prime minister of Luxembourg X. Bettel paid a working visit to Kazakhstan to take part in the International Specialized Exhibition EXPO 2017.

On 17 January 2019 Ambassador of Kazakhstan in Luxembourg A.Kuspan held meetings with the Chairman of the Chamber of Deputies of Luxembourg F.Etgen, new Head of the Luxembourg delegation to PACE, Deputy G.Graas and the Deputy Prime Minister, Minister of Economy and Health of Luxembourg Mr. E.Schneider

Trade and economic cooperation

In January-November 2018, the trade turnover between the countries amounted to $ 5.66 million (exports - 2.5 thousand dollars, imports - 5.65 million dollars).

Following the results of 2017, the trade turnover amounted to 3,92 million doll. (export – 135,6 thousand doll., import – 3,79 million doll.). For the first quarter of 2018, trade turnover amounted to 1,45 million doll. (export – 2,5 thousand, import – 1,45 million doll.).

The main products imported from Luxembourg to Kazakhstan are machinery, electrical equipment, plastic and plastic products, caoutchouc, rubber, technical, textile products and base metals.

At present, about 36 joint ventures and branches are registered in Kazakhstan.

The total volume of kazakh direct investment (DI) in Luxembourg over the past five years was 20,3 million doll., with a major share (20,2 million doll.)
in 2013.

In 2017 the volume of direct investment from Luxembourg to Kazakhstan was 272,4 million doll., in the first quarter of 2018 – 45,4 million.doll.

In 2007, Luxembourg investment company Voltaire Investment Prives SA, operating in real estate, finance and new technologies, opened its office in Astana.

On June 27, 2008, within the official visit of Prime Minister of Luxembourg Jean-Claude Juncker to Kazakhstan, Almaty hosted a business forum titled «Kazakhstan-Luxembourg: New Opportunities for Business» attended by representatives of Kazakh business circles, leaders of 30 largest companies and banks of Luxembourg, as well as Luxembourg for Finance, Luxembourg for Business agencies and the Chamber of Commerce of the Grand Duchy.

On January 29, 2010, in Luxembourg, a Memorandum of Understanding was signed between the Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Markets and Financial Organizations and the Financial Sector Supervisory Commission of Luxembourg in the field of banking supervision.

On May 3, 2012 Luxembourg hosted Kazakhstan-Luxembourg Trade and Investment Forum with the participation of Prime Minister Karim Massimov and major European and Luxembourg companies. Cargolux Airlines International S.A. (airline) and SES S.A. (satellite operator) expressed interest in continuing cooperation with Kazakhstan.

On March 2, 2017 Luxembourg hosted an economic seminar with the support of the Chamber of Commerce of Luxembourg attended by Diplomatic Adviser of the Prime minister of Luxembourg P. Hemmer, Director for International Affairs of the Luxembourg Chamber of Commerce J. Erpelding, Chief Executive Officer of «Eurasian Resources Group» B. Sobotka, heads of about 40 leading Luxembourg companies, representatives of the Ministry of the Economy and Ministry of Foreign Affairs of Luxembourg, European Bank for Reconstruction and Development.

On August 24, 2018, the leadership of the Bureau for Continuing Professional Development of the AIFC (hereinafter referred to as the AIFC Bureau) and employees of the AIFC Exchange held a meeting with representatives of the Luxembourg House of Training. During the meeting, issues of mutual cooperation in various educational spheres directly related to the development of the AIFC and the financial sphere were discussed, and a verbal agreement was reached on concluding a Memorandum of Cooperation between the AIFC and House of Training.

Cultural and humanitarian cooperation

On September 28-30, 2007 the Kazakh delegation of representatives of the Assembly of People of Kazakhstan, members of Mazhilis of the Parliament, presidents of a number of leading universities and chairpersons of various national and cultural centers of Kazakhstan visited Luxembourg. One of the main events as part of the visit, organized jointly with the P.Werner European Institute of Culture, was a round table on Cultural Diversity and Interethnic Harmony in Kazakhstan.

On March 15 - April 6, 2014 the Vianden Castle hosted an exhibition of a Kazakh artist R.Omirzak.

On March 29, 2015, an exhibition of paintings by Kazakh artists titled Between the Caspian Sea and the Altai dedicated to the celebration of Nauryz was held in Luxemburg.

On April 28, 2016 a thematic exhibition «Did you know ... Kazakhstan?» was held at the Wild Project Gallery in Luxembourg. 10 Kazakh artists presented their works at the event.

On March 2, 2017, a photo exhibition dedicated to the 25th anniversary of the establishment of diplomatic relations between our countries was organized in the building of the Chamber of Commerce of Luxembourg.

On May 12, 2017, the solo concert of the head of the Kurmangazy Kazakh National Conservatory Zh. Aubakirova was held.
